Dear colleagues, please find attached, the call for papers for a panel at the ECPR General Conference in Wrocław (4 - 7 September). Title of the panel:***The Relationship Between Digital Platforms and** **Government Agencies in Surveillance: Oversight of or by Platforms?* If you are interested in participating please submit an abstract (500 words maximum) no later then *15 February* via the ECPR Website (ecpr.eu). *Abstract* Revelations of surveillance practices like those of the National Security Agency or Cambridge Analytica have shown that the digital age is developing into an age of surveillance. What said revelations have also shown is that digital platforms are significantly contributing to this development. As intermediaries between communications and business partners platforms enjoy a privileged position (Trottier 2011). Platform increasingly use this position by surveilling and manipulating end users for the sake of profit maximization (Fuchs 2011, Zuboff 2015). Platforms with a business model of surveillance and manipulation, seem to have become the most successful type of corporations of today. Already two of the three most valuable corporations are operating as such platforms. While platforms are emerging and expanding in ever more established as well as new markets and thus gain influence on large parts of society, the question arises how states are dealing with these new actors and their capabilities. The panel is intended to provide answers to this question by studying the spectrum of state-platform relations. As empirical examples show, the relationship between digital platforms and the states is multi-faced. On the one hand public institutions are partnering with private platforms. The data from platforms is used for example by intelligence agencies to combat terrorist groups, by police departments to search for criminal suspects and by regulatory agencies to counter hate speech or violations of copyrights. On the other hand, the capabilities of platforms can also be turned against the state. As the last US presidential elections showed platforms can be utilized to influence the electorate or to compromise political actors. >From the point of view of the platforms, the state represents on the one hand an instance that may restricts their actions as it declares specific types of business activity illegal. The new general data protection regulation of the EU is one example. At the same time, states are providing the legal basis for the platforms’ activities. In order to promote e-commerce for example many European states liberalized their privacy regulation in the beginning of the new millennium. These examples illustrate the diversity in platform-state relations. The panel will acknowledge this diversity and will bring together works considering various empirical cases as well as theoretical frameworks. We welcome contributions focusing on different political systems as well as different platforms like for example social media, retail, transport or cloud computing platforms. Exemplary questions that may be addressed are: • Which major privacy, anti-trust or media regulations of platforms where enacted on the national level recently? Which types of platforms were addressed and which were not? In how far do these regulations resemble a general trend? To which degree do they effect surveillance practices? • In which areas and by which means of surveillance are platforms already enforcing public policies? Which kind of data is provided by platforms for predictive policing? How are platforms identifying and depublishing illegal content? When are platforms collaborating with intelligence agencies? • How can platforms be regulated efficiently? Which forms of regulations between hierarchical regulation and self-regulation exist and how did these forms emerge? In how far is oversight of platforms comparable to oversight by platforms? • Are policies of platform regulation defusing? If so, which states are setting the standards? • Which international institutions in the field of platform regulation were created so far? Prior teaching experience at the university level is preferred, and evidence of effective teaching is required. ACM UMAP 2019 invites Demonstrations and Late-Breaking Results (LBR) papers of innovative UMAP-based systems (including research prototypes). You are encouraged to submit your Demo or LBR by March 16th 2019. DEMONSTRATIONS Demonstrations will showcase research prototypes and commercially available products in a dedicated session. Late-Breaking Results papers have a length of 4 to 6 pages in the ACM SIG proceedings template and will be presented to the conference as posters. The position is associated with the University of Helsinki Three-Year Project Strategies of Persuasion: Russian Propaganda in the Algorithmic Age led by dr. Mariëlle Wijermars (2019-2021). The project examines what strategies of persuasion are employed by Russian state-aligned media and other relevant actors to frame and disseminate strategic communications within traditional and digital media environments. It investigates how these strategies have evolved in response to the changing technological environment in the current algorithmic age. How does propaganda work in the age of social media, recommender systems and botnets? The project is based at the Aleksanteri Institute and associated with the Digital Russia Studies initiative. QUALIFICATIONS The appointee will study social media platforms (e.g. VKontakte, Odnoklassniki, Facebook) and YouTube to examine how disinformation campaigns use structural affordances of online news dissemination, such as algorithmic ranking and recommender systems, to amplify their reach. Using computational methods, the research conducted by the appointee will help gain a better understanding of how disinformation spreads, how an item is made to go viral, and how users engage with this type of information. Candidates must hold a doctoral degree and be able to conduct independent scholarly work. Solid knowledge of social network analysis and quantitative research methods is a requisite; proven ability to employ advanced digital research methods, such as machine learning approaches, or the capacity and willingness to acquire skills in this domain, will be a great advantage. The candidate is expected to have excellent command of Russian; proficiency in other Central and/or East European languages would be an asset. The appointee is expected to contribute c. 3 peer-reviewed articles. Precise research tasks will be defined in collaboration with the project leader. The appointee will also contribute to the activities of the research project, such as coordinating collaboration with (inter)national network partners, teaching and organizing project workshops and seminars. Good social skills and a pro-active attitude are naturally assets. The working language is English. The appointee will be based in Helsinki for the entire duration of the appointment. DCC fosters an open, collaborative, and social environment that encourages students to explore the relationship between emerging media, society, and creative practices. We are passionate about emerging technologies and their impact on the world; but even more importantly, how our contributions to emerging technologies can change the world. DCC students are innovative thinkers and makers who engage in research and collaborative projects on topics as varied as identity, connectivity, social justice, art, design, and all things creative in an era when digital media links us on a scale unprecedented in human history. *POSITION DESCRIPTION: * The Associate Director is a full-time, 12-month position that provides academic, instructional, and administrative support to the Design Cultures & Creativity (DCC) Program in the Honors College at the University of Maryland. We are seeking a passionate, creatively-minded, well organized academic professional, a person with vision and skill as an administrator, a gifted teacher with a passion for undergraduate education, and an interdisciplinary scholar that can bridge creative practice with research. The successful candidate must be self-motivated, driven, and an interdisciplinary thinker/maker able to wear many hats. Core components of the position include development of innovative curriculum and experiential programming, strategic planning, classroom instruction, and advising of first- and second-year students in an active living and learning academic environment. Administrative, advising, and program management duties are also an important component of this position. In addition, candidates should be extremely comfortable with a range of new technologies and approaches to project development. Candidates should be able link emerging technologies with social implications relating to identity such as gender, race, class, and sexual orientation. Candidates should show a strong commitment to teaching and mentoring a diverse student population; candidates who have experience working with a diverse range of faculty, staff, and students and who can contribute to the climate of inclusivity are encouraged to identify their experiences in these areas. *RESPONSIBILITIES:* The AD will teach a 1-2/semester course load as well as direct related co-curricular programming. Some of the topics of these courses can be tailored to fit the Associate Director’s areas of interest and expertise. Previous courses have included: Mobile Media Design and Culture; Time-Based Media; Art and Environmental Practices; Digital Storytelling; Expanded Cinema; Gender, Race and Labor in the Digital World; Human-Centered Design; and Digital Media and Political Activism. Additional responsibilities include logistical and organizational support for program events and activities; coordination and implementation of annual student recruitment; planning and coordination of the DCC annual Capstone Fair and Exhibition; coordination of guest artist and guest faculty engagements; administration of office tasks; scheduling and implementation of periodic advising sessions with program students; work with scheduling officers in the College of Arts and Humanities as well as the Honors College to develop course offerings.
