CfP: Communication Rights in the Digital Age
by Minna Aslama 04 Mar '19

04 Mar '19

Call for Papers: Communication Rights in the Digital Age International Conference Organized by the Helsinki Media Policy Research Group, the University of Helsinki, the ECREA Communication Law and Policy Section and the Euromedia Research Group 24–25 October 2019, Helsinki, Finland https://www.helsinki.fi/en/conferences/communication-rights-in-the-digital-… The rights-based perspective on ethical and political questions presented by the new digital media has recently regained attention in academic and political debates. The formulation of human rights in general is based on a communication right – freedom of expression – as well as a right to take part and be heard in a dialogue. In the digital era, the role of communication has been magnified. Calls for the protection of citizens’ “digital rights,” for example, have resulted in countless reports and declarations by governments, international bodies and activist organizations over the past two decades. In addition to debates on the consequences of digital transformations for established rights, such as freedom of expression, new rights have been envisioned, such as “the right to be forgotten” and the right to internet access. Thus far, there are more academic, public and policy debates than solid and sustainable legal and policy solutions. This is not surprising given the complexity of these rights, which have many context-based variations, operate on the cusp of theory and praxis, and are constantly evolving with technological advances. Communication rights refer not only to legal norms but also more broadly to the freedoms and norms that have special significance to societies and individuals. Due to the importance of communication rights to societies and democracy, it is imperative to understand how those rights are defined, manifested, regulated and monitored today. The realization of communication rights is further shaped by economic, political and socio-cultural situations. What do we know about these contexts? How can we accumulate a better conceptual and empirical understanding of communication rights? This conference will specifically address the interplay of national and global (universal and specific) characteristics of communication rights. Core questions include but are not limited to the following: What are some definitions of communication rights? * What should be considered communication rights? *What is their relationship to human rights and/or natural rights? * How do communication rights differ from the classic reliance on speech rights as the basis for media regulation? Who are the policy and other actors defining these rights in national and international contexts, and what are their roles in discursive and/or policy-making contexts? * How do different academic disciplines respond to the concept of communication rights? * How are rights interpreted in different empirical contexts? * For instance, communication rights and their position in national constitutions What are current core issues or cases that pertain to communication rights? These may include but are not limited to: * Market concentration, platforms and “big tech”: EU and national responses * Platforms financing media and their influence on journalism * New policies for diversity; new tools and policies for media support and sustainability * The influence of party politics and populism (and the context of hate speech) on freedom of speech; increasing state control of media outlets, including public broadcasters We are especially interested in novel conceptual and theoretical interventions, but we also appreciate comparative empirical approaches. Confirmed keynote speaker: Philip M. Napoli, Professor in the Sanford School of Public Policy, Professor of the International Comparative Studies Program, Duke University, United States Submission: Please submit your proposal of max. 500 words, including your affiliation and contact information, by 15 May 2019 to minna.aslama(a)helsinki.fi. Announcement of the 2019 ACS Summer Institute
by Herbers, Martin 04 Mar '19

04 Mar '19

Announcement of the 2019 ACS Summer Institute “The Long Revolution and the Future of Publics” 22-27 July, 2019, Zeppelin University Friedrichshafen, Lake Constance, Germany The forthcoming Summer Institute will discuss the opportunities and challenges to the idea of “publics” brought forth by new communication and media technologies. It builds on Raymond Williams’ idea of a “long revolution” of culture in the course of economic and political changes and expands it to the digitalization of “public spheres”, in which these interactions become visible. Using online resources, such as social network sites, citizens can participate in public discourse and make their voices heard on political issues, thus making the public sphere more diverse. Easily accessible media technologies, such as weblogs and podcasts, enable and empower their users to produce media content, which might subvert hegemonic ideas and challenge asymmetrical power relations. Nevertheless, changes in communication technologies also bear challenges to public spheres: For example, in the course of the fragmentation of the public sphere and the segmentation of its audiences, the practices and norms of public communication become particularistic as well. Online, especially through social network sites, non-democratic ideologies equally get the opportunity to reach a wider audience through malevolent hackers or automated bots. Questions of public control and media regulation arise, as hate speech and fake news become part of the digital vernacular language. The Summer Institute will provide a sustained opportunity for critical reflection on the cultural, technological and political trajectories of digitalization that might enable or endanger publics and public spheres. Working at the intersection of Cultural Studies and Media and Communication Studies, we will analyze recent changes in interpersonal and mediated communication and their implications for future societies and media cultures. The Institute will provide an intense and rewarding academic experience for postgraduate students and postdoctoral researchers who will have the opportunity to spend the week attending a variety of seminars and lectures. Five keynote speakers and a faculty staff of leading Cultural Studies scholars from around the world will provide further comprehensive insights to the cultural and political consequences of the digitalization of the public sphere. The key speakers represent the global perspective on the subject and include Tanja Thomas (University of Tübingen), Margie Borschke (Macquari University Sidney); Adam Haupt (University of Cape Town), Rolien Hoyng (The Chinese University of Hong Kong), Eric Maigret (Université Sorbonne Nouvelle) and Tanja Thomas (University of Tübingen). The faculty members are representatives of European and German Cultural Studies and include Janneke Adema (Coventry University), Ursula Ganz-Blättler (University of St. Gallen), Udo Göttlich (Zeppelin University), Martin R. Herbers (Zeppelin University), Lothar Mikos (Filmuniversität Babelsberg), Giulia Pelillo-Hestermeyer (University of Heidelberg), Aljoša Pužar (University of Ljubljana), Gilbert B. Rodman (University of Minnesota), Helene Strauss (University of the Free State, Bloemfontein), Jeffrey Wimmer (University of Augsburg), Carsten Winter (Hannover University of Music, Drama and Media), Rainer Winter (University of Klagenfurt), Matthias Wieser (University of Klagenfurt), and Sebastian Rauter-Nestler (University of Klagenfurt). The overall participatory and informal character of the Summer Institute will give voice to the participants by offering a forum which addresses issues related to their own work specifically on the topic of “the future of publics” as well as issues of general interest. In addition, social activities from receptions and meals to informal gatherings will provide opportunities for participants, lecturers and organizers to intermingle and stimulate further conversation. The Summer Institute takes place at Zeppelin University in Friedrichshafen, Germany. Set against the beautiful backdrop of Lake Constance and the German, Austrian and Swiss Alps, participants will further enjoy a varied social program. Re: [Air-L] Inquiry on screen shots

Dears, After reading through this amazing and lively discussion - I re-evaluated my ethical understanding of digital self determination rights (rights such as organizing online, freedom of online speech, right of digital privacy, etc) of human beings. Thanks a lot for generating a conversation on “how can I even defend digital rights and report old data?” Seems like we have a consensus on anonymizing users as much as possible when presenting their text. In my research with children’s photos uploaded to Instagram, I made sure I exemplified photos of kids whose face were not visible but reading folks who paraphrased users’ texts, I question whether I should have hired a child actor and paid for a photographer to re-create the photograph or perhaps hire an illustrator to draw the photographs. Some discussed processing old data as violation of the “right to be forgotten.” Accessing, collecting, analyzing and reporting digital data are different issues that deserve two separate discussions. My personal thought is that analyzing (or re-analyzing) human behavior that was accessed and observed in the past might be okay as long as we comply with ethical rules of storing and de-identifying our data (like natural observation). I consider each post on digital media as a cultural artifact that contributes to cultural narratives. Right to be forgotten sound a bit utopian when we claim human behavior can be erased from our mediated memories as well (referring to van Dijck here). Does right to be forgotten come with a right to modify collective memories? My thoughts are not strong on the issue of analyzing old data and I can be convinced by other thinkers who claim the opposite approach is more ethical. Best, Ayşenur P.S. I hope I didn’t ruin anyone’s inbox peace and violate listserv rules. _____________________________________________ Ayşenur Benevento Faculty of Humanities and Social Sciences Abdullah Gül University

REMINDER: CFP – Intersectional Automations: Robotics, AI, Algorithms, and Equity (Abstracts due 1 April 19)
by n_rambukkana＠complexsingularities.net 02 Mar '19

02 Mar '19

(with apologies for x-posting) Intersectional Automations: Robotics, AI, Algorithms, and Equity Edited Collection (Abstracts Due 1 April 2019 (pdf version here: http://complexsingularities.net/cfp-intersectional-automations-edited-colle… <http://complexsingularities.net/cfp-intersectional-automations-edited-colle…>) This collection will explore a range of situations where robotics, biotechnological enhancement, artificial intelligence (AI), and algorithmic culture collide with intersectional social justice issues, such as race, class, gender, sexuality, ability and citizenship. Some call it the 4th industrial revolution (Brinded, 2016; Kaplan, 2015). Robots, AI, and algorithms have grown from their early uptake in some industries (such as robots in manufacturing) to an accelerating presence in other spheres ranging from customer service roles (for example, reception, check-outs, food service, driving) to professional and creative roles previously unheard-of and un-thought-of (for example, expert legal and medical systems, automated journalism, musical and artistic production (Kaplan, 2016; Ramalho, 2017; Hirsch, 2017)). The World Economic Forum warns that “this will lead to a net loss of over 5 million jobs in 15 major developed and emerging economies by 2020” (Brinded, 2016), a serious challenge to ethical labour practices, and potential looming crisis leading some to consider alternative societal models—such as Universal Basic Income (Frase, 2016), or a robot tax (Walker, 2017)—to compensate. Meanwhile, there is marked evidence that robots, AI, biotechnology, and algorithms are becoming in general and over-top of employment roles more integrated in human societies. Human-machine communication (HMC) has moved from an important yet somewhat-marginal field to lodge itself at the centre of societal workings and visions for the future. From autonomous vehicles (Bowles, 2016), to the algorithmic filtering of search results (Noble, 2018) and social media content (Gillespie, 2018), from online harassment and political boosterism via bots (Dewey, 2016; Woolley, Shorey, & Howard, 2018), to sex robots (Levy, 2007; Danaher & MacArthur, 2017), from ubiquitous AI assistants in our homes and smart devices (Guzman, 2019), to wearable tech that tracks and shares our biometric data (Forlano, 2019) and/or extends our biological capacities (Brooks, 2003; Jones, 2019), such technologies are rapidly mapping themselves onto almost every conceivable realm of human experience. And yet, there is mounting evidence that the creation and programming of robots, AI, and algorithms, being artifacts of human culture, do not escape that context, sometimes carrying into their computational logics, platforms and/or embodiments stereotypes, biases, exclusions, and other forms of privilege. One can think of True Companion’s Roxxxy sex robots that some argue have personality types based on racist and sexist stereotypes of womenhood, for example the Barely-18 “Young Yoko” and resistant “Frigid Farah” that, as Gildea and Richardson (2017) note, seem to fetishize underage girls and sexual assault. Or you could think of the abandoned Amazon HR algorithm which, after being fed years of resumes and hiring decisions, used computational logic to identify traits that that were historically associated with Amazon hiring decisions, with the view of automating part of the hiring process, and encoded a preexisting sexism from the HR data that showed that applicants with work experience or activities that included the word “Women’s,” or who were educated at all-women colleges, were often not hired (Jones, 2018). Finally, one could contemplate how polities using data aggregation and predictive algorithms to manage and make decisions about social programs, resource allocation, or policing can end up targeting and profiling poor or racialized populations, with occasionally terrifying results—such as any mistake on an online application being interpreted by an automated system as “failure to cooperate” (Eubanks, 2017). This edited collection will draw an analytical circle around these interconnected and adjacent issues, lending a critical eye to what is at stake due to the automation of aspects of culture. How do equity issues intersect with these fields? Are the pronouncements always already dire, or are there also lines of flight towards more equitable futures in which agentic artefacts and extensions can play an active part? Chapters may address one or multiple equity issues, and submissions that address emergent intersections between them will be given special consideration. Proposed chapters may address topics such as, but not limited to: – Algorithmic classism, ableism, racism, and sexism, including issues surrounding content moderation on social media (e.g., Gillespie, 2018), redlining/weblining (e.g., Eubanks, 2017), business (e.g., Jones, 2018), big data (e.g., Ferguson, 2017), or military practices such Google’s controversial Project Maven (e.g., Holt, 2018). Algorithm use to address the same issues. – Issues around robotic labour and poverty, Universal Basic Income, robotic utopia/dystopias (e.g., Frase, 2016, Kaplan, 2016). – Issues around the use of deadly autonomous or semi-autonomous robots by the military or non-state actors, such as work surrounding the Campaign Against Killer Robots (e.g., Anderson & Waxman, 2012; Crootof, 2015; Gregory, 2011; Karppi, Bolen, & Granata, 2016). – Issues surrounding sex-robotics, teledildonics, VR, and AI sexuality, including stereotypical, and sexist sex robotic “personalities” and embodiments (e.g., Gildea & Richardson, 2017); sex robots based on real people without consent (e.g., Gee, 2017); The Campaign Against Sex Robots (e.g., Richardson, 2015; Danaher, Earp, & Sandberg, 2017); teledildonic / VR steam hacking and consent (e.g., Rambukkana & Gautier, 2017; Belamire, 2016); the interplay between robotic brothels and sex worker rights and protests (e.g., Morrish, 2017; Trayner, 2017; Danaher, Earp, & Sandberg, 2017); bots masquerading as real people on dating sites (e.g., Light, 2016; Karppi, 2018); deepfakes and pornography (e.g., Maras & Alexandrou, 2018). Progressive steps to address such issues or to create new sexual futures. – The politics and ethics of the singularity (e.g., Korb & Nicholson, 2012) and the future status of robotic and AI workers with respect to labour, citizenship, and human rights—for example, work on Hansen Robotics’ Sophia as Saudi citizen (e.g., Weller, 2017), robotic servitude (e.g., Green, 2016), as well as the rights of humans interacting with AI (e.g., Shepherd, 2019). – Assumptions, representations, and discourse surrounding dis/ability and human augmentics, including “supercrip” and “cyborg” discourses and the potential tensions between feminist technoscience (e.g., Haraway, 1990) and critical disability studies (e.g., Allan, 2016; Cascais, 2013). – How any of these or other issues are depicted in popular or fringe fictions that contain robotic or AI characters (for example, Humans, Neuromancer, Extant, Westworld, Her, Blade Runner, Ex Machina, Ghost in the Shell, Altered Carbon, Black Mirror, Speak, Neon Genesis Evangelion, Questionable Content, etc.) My goal is to assemble a collection of exemplary abstracts and then approach some top-tier academic publishers with relevant series. If interested, please send a 750-word abstract, collection of keywords, and a 150-word bio to the editor, Dr. Nathan Rambukkana (n_rambukkana(a)complexsingularities.net) by 1 April 2019. Drafts will be due 1 October 2019 and final versions 1 April 2020. Please also email Nathan at the above address if you have any questions and feel free to repost this CFP to your networks. Need Journal Recommendations - Cryptocurrencies
by Oğuz Kuş 02 Mar '19

Hi all, I have started to co-work on a paper which attempts to reveal relation between technology acceptance parameters and cryptocurrency usage within the context of digital transformation. Actually, I am relatively new to cryptocurrency topic and I am creating a list of useful journals for literature and also potential journals to be published on. So, is it possible to recommend me possible journals that you know? I would be more than happy for any information and thanks in advance! Defining 'digital age'
by anna conover 02 Mar '19

02 Mar '19

Dear fellow AOIR members, I am writing about education in the digital age but I'm having a hard time pinning down a definition of the extremely broad term 'digital age'. Does anyone have any leads? Very broadly, I am most interested in the challenges posed by globally circulating discourses when we think that these discourses are 'nourished' only by certain voices and that meaning is constructed contextually. Thanks! Anna Doctoral Candidate Teachers College - Columbia University
