CFP: Special Issue of Internet Policy Review on Power, Jurisdiction and Surveillance - deadline for abstracts 26 April 2019
by Angela Daly 10 Mar '19

10 Mar '19

CFP: Special Issue of *Internet Policy Review* on *Power, Jurisdiction and Surveillance* Topic and relevance The rise of digital technology has major implications for how states and corporations wield coercive regulatory power through the transnational administration of justice. Increases in data transmitted and stored by public and private actors across jurisdictions raise crucial questions about how individual rights and freedoms can be protected in an era of seemingly ubiquitous transnational surveillance. The expanded development and application of domestic and international law to address behaviour in digital spaces, includes existing law applied to online activities, and new law to cover a growing range of internet-specific conduct. A pertinent site of state and corporate power in the digital realm involves attempts to develop and enforce domestic laws, especially criminal laws, transnationally. These processes generally occur outside existing domestic legislative frameworks, and raises questions about how national sovereignty, extraterritoriality and state and corporate interests are expanding at the expense of individual rights and freedoms in digital societies. Scope of the special issue This special issue considers how the intersections between power, justice and space challenge existing conceptual and theoretical categories of contemporary law, that span the fields of criminology, international relations, digital media and other related disciplines (see e.g. Johnson & Post, 1996; Goldsmith & Wu, 2006; Brenner, 2009; Hilderbrandt, 2013; DeNardis, 2014). The legal geographies of the contemporary digital world require rethinking in light of calls for a more sophisticated and nuanced approach to understanding sovereignty, jurisdiction and the power to exercise control, yet still protect individual rights through law in the electronic age (Svantesson, 2013). These issues raise a host of additional contemporary and historical questions about the authority exerted by the US over extraterritorial conduct in various fields including laws relating to crime, intellectual property, surveillance and national security (see e.g. Schiller, 2011; Bauman et al., 2014; Boister, 2015). Legal geography is an emerging multidisciplinary area of inquiry, concerned with interrogating how law is connected to, and interacts with, the social and physical worlds (Braverman et al., 2014). By emphasising how the legitimate exercise of power occurs in and through space, legal geography is of significant relevance to online environments. Initial arguments about regulating the transnational nature of the internet describe the notion of sovereignty becoming ‘softened’ (Culnan & Trinkunas, 2010), while emphasising the need to move beyond outmoded binary notions of extraterritoriality (Svantesson, 2013; 2014; 2017). The nation-state can assert jurisdictional reach through the extraterritorial exercise of power. This is more likely to involve powerful geopolitical actors such as the United States, which has recently enacted the Clarifying Lawful Overseas Use of Data (CLOUD) Act, and the European Union, via its General Data Protection Regulation (GDPR). The emergence of large transnational corporations providing critical virtual and physical infrastructure adds private governance to this equation, which offers further new dimensions to the rule of law and also self- or co-regulation (see for e.g. Goldsmith & Wu, 2006; DeNardis & Hackl, 2015; Suzor, 2018; Brown & Marsden, 2013). Some of the ways jurisdictional tensions emerge in online spaces – with corresponding offline effects – occur through policing and law enforcement practices in the fields of criminal, intellectual property and corporate law. However, the lack of uniformity of these laws at domestic levels can lead to complicated and protracted legal disputes between nations, or amongst different agencies within nations (Palmer & Warren, 2013). Additional concerns arise regarding whether and how due process and human rights protections are maintained through the extraterritorial access to e-evidence (Warren, 2015; Svantesson & Gerry, 2015), the extradition of alleged offenders (Mann & Warren, 2018; Mann et al., 2018), and new and emerging powers many national law enforcement agencies now possess to engage extraterritorial surveillance and offshore government hacking. Focus of the papers Power and jurisdiction are central to understanding justice and regulating the contemporary digital environment. For this special issue, *Internet Policy Review* invites theoretical, empirical, and methodological papers from law, criminology, digital humanities, critical surveillance studies, and related disciplines on the following issues, which bear relevance to European societies and highlight policy implications or make a reference to regulatory debates: - How the concept of legal geography can be applied to activities in, and regulation of, digital spaces; - The impact of the expansion in domestic and international cybercrime, data protection and intellectual property laws on concepts of jurisdiction, sovereignty and extraterritoriality; - The geopolitical impacts of domestic and international cybercrime laws such as the Council of Europe’s Convention on Cybercrime (Budapest Convention), the recent United States CLOUD Act and other lawful access regimes including EU e-Evidence proposals; - The application of due process requirements in the contemporary policing of digital spaces; - The objectives of justice in the study of private governance in online environments; and - The implications of these transnational developments for current and future policy and regulation of online activities and spaces. A selection of contributions will be made from extended abstracts. Authors of papers selected for the special issue will be invited to present and discuss their paper at a workshop to be held in Brisbane, Australia, in late 2019 (aligned with the Association of Internet Researchers annual conference which will be hosted by QUT Digital Media Research Centre). The workshop will enable exchange of ideas on these timely issues, provide peer-feedback for the finalisation of the papers and promote the forthcoming special edition. A sub-selection of papers will be selected for the special issue based on regular peer review. CFP *OPEN LITERACY* (AoIR Satellite Event) Digital Games, Social Responsibility and Social Innovation Symposium, Perth, Western Australia, September 30 & Oct 1
by Tama Leaver 08 Mar '19

08 Mar '19

Hi All, Please find below and attached a call for proposals or papers for ‘OPEN LITERACY’ Digital Games, Social Responsibility and Social Innovation Symposium, held at Curtin University in Perth, Western Australia, September 30 & Oct 1. This is an AoIR satellite event, and we're hoping a number of people will consider visiting Perth first on their way to Brisbane for AoIR! :) -Tama *OPEN LITERACY* Digital Games, Social Responsibility and Social Innovation An international Research Symposium at Curtin University, Western Australia Background “We cannot stress highly enough the importance of greater public understanding of digital information—its use, scale, importance and influence ... Digital literacy should be a fourth pillar of education, alongside reading, writing and maths.” [1] Curtin University’s Centre for Culture & Technology (CCAT) and Tencent are proud to launch the Curtin-Tencent Research Centre at this international research symposium, focusing on digital media and the creative economy, with a special emphasis on digital online games. The event also marks the 20th anniversary of Internet Studies at Curtin University. We invite you to join our researchers, including John Hartley, Katie Ellis, Tama Leaver, Crystal Abidin and others, and share your work with visitors from China and the world. Alternatively, save the date and simply attend the event to participate on the day. International Keynote Speakers: • Henry Jenkins (University of Southern California); • Zizi Papacharissi (Illinois-Chicago); • Tencent games executive/developer VP (tba); • Mathew Allen (Deakin University)––Matt launched Internet Studies at Curtin in 1999. Date: September 30-October 1, 2019, prior to the Annual Conference of the Association of Internet Researchers (AoIR). We are offering this event as a ‘satellite conference’ of AoIR. Scholars will be able to break their journey in Perth before heading to Brisbane in time for AoIR’s pre-conference day. With Tencent’s support, we can offer a limited number of bursaries to international and Australian doctoral students and early career researchers. Selected applicants will be offered $500 towards the PER-BNE leg of their travel costs, and we will waive our Registration fee for presenters. We invite proposals for papers and presentations on what we are calling ‘Open Literacy’. ‘Open’ literacy links the domain of digital popular culture and entertainment, including video and online games, with that of formal knowledge. At a time when there is increasing tension between large-scale, global connectivity on the one hand, and a population marked by division, difference and asymmetries of access on the other, it is more urgent than ever to extend participation in knowledge and social responsibility––science and civics––beyond exclusive institutions and restricted professions. Recent developments in ‘open access’ scholarship, ‘open science’ initiatives and ‘open source’ software offer new ways to update Karl Popper’s vision of ‘the open society’ for the connected age. Focusing on the extension of digital capabilities among a broad global population via smart devices, apps and digital entertainment to smart users, groups and enterprises, we want to explore how opening digital knowledge systems to popular participation may boost innovation and social inclusion and responsibility. Many media scholars are sceptical of the ‘mass media effects’ tradition of research, inherited from anxiety about earlier forms of popular media, from print to broadcasting. At the same time they are mindful that public debate about this topic still depends on outmoded industrial and individualist theories. We want to go beyond that paradigm, to understand the challenges of digital, online media and the possibilities for renewing knowledge systems and social groups in times of technological change and geopolitical uncertainty. In short, what do entertainment systems and knowledge systems––and their users––have in common? In this context, ‘Open Literacy’ refers to the dynamic combination of (i) individual skills, capabilities and creative imagination (developed through ‘purposeless’ play-practice) with (ii) the social networks, teamwork, conflict management and difference needed in public/media environments, to (iii) build new social groups––‘knowledge clubs’ and ‘knowledge commons’––for social innovation under uncertainty. Open literacy is user-centred and system-wide, producing unforeseen network effects that in turn change the rules of the game. Navigating newness raises new questions: • Of what does ‘open literacy’ comprise in the global-digital-connected era? • How do citizens in different contexts, places and opportunity-spaces practice it? • Open knowledge, open science, open access: what should policymakers, educators, arts/literature agencies, sport/exercise bodies and commercial entertainment/ leisure providers do about it? To reflect on these developments and to report on cutting edge research linking games, social innovation and social responsibility, the ‘Open Literacy’ Research Symposium will be held over two days. Papers and presentations––including work by postgraduate and early-career researchers––may address (but is not confined to) the following themes. In the context of pervasive computational and communicational literacy in the digital age, presenters will think through the relationships among games, social innovation and social responsibility: ‘Games’ include digital games and analogue play; o main focus is on video games, internet and online games; o but also branded play (Lego/Barbie); o competitive games (sport/health); o childhood games (indoor/outdoor play). Responsibility includes corporate and individual. o Corporate: what are the social responsibilities of games developers and publishers? What are they doing right or wrong, according to whose criteria? o Individual: rights and duties of players and gamers themselves; how parents and young people achieve and maintain social responsibility through play. Responsibility and control: o how games work in the production of what Michele Willson calls “the ideal child” (Media Culture Society, 2018); o how can games and other online changes be historicised meaningfully; o political, moral, religious, authoritarian crackdowns on games/popular media. The event will also consider a counter-narrative to the rhetoric of responsibility and social innovation through games. ‘Serious Games’ in medical, health, teaching/learning and development contexts. Games and innovation: o Expansion of the creative economy o Games as a mass spectacle (e.g. Korea). What does gaming teach the next generation? o Lessons from China. The event will include presentations from global thought-leaders, scholars and practitioners from the USA, Australia, China and elsewhere. Selected postgraduate students will be eligible for financial assistance (bursaries) for travel and for the preparation of their papers and presentations. The intention is to produce a published report from the proceedings of the day, including selected keynote, specialist and early-career (HDR+ECR) contributions. Potential presenters, please send your abstract, of between 250-500 words, to Dr Huan WU, by April 5, 2019 (huan.wu(a)curtin.edu.au) for a report, paper, presentation or (PhD students only) a short paper (1000-3000 words). We will confirm acceptance during May. Full papers will be due by 1 September. For those with institutional support for their research outreach, there will be a registration fee to cover venue costs and catering. If you wish to attend without presenting a paper, just let Huan know. “See you in September!” [1] Digital, Culture, Media and Sport Committee (14 February 2019) Disinformation and ‘fake news’: Final Report. Open access journals
by Jill Walker Rettberg 07 Mar '19

07 Mar '19

Is there a good list of open access journals in internet research and adjacent fields? Not only would I strongly prefer to publish in a fully open access journal, my funding now requires OA publication and the whole of Norway may require it within a couple of years. So many of the "good" journals are hybrid, so you can pay for OA for your paper, but the journal as a whole is still making a 37% profit for Elsevier. I have found many small OA journals, but they often seem to only publish an issue once a year, and/or the next several issues are devoted to specific special issues. Another issue is that smaller, scholar-run OA journals often aren't indexed by SCOPUS etc, which means the publications and citations don't automatically show up in library catalogues and various databases so the research may be less visible. Here are a few I have found - could anyone help add to the list? ==Well-established, fully OA journals== Social Media + Society (https://journals.sagepub.com/home/sms) First Monday (https://firstmonday.org) Computational Culture (http://computationalculture.net) ==Smaller ones that seem good== Media and Communication https://www.cogitatiopress.com/mediaandcommunication/index Image & Narrative (http://www.imageandnarrative.be) ==Open access journals that encourage papers that do more than PDFs, e.g. using video, hypertext== Kairos: A Journal of Rhetoric, Technology, and Pedagogy (http://kairos.technorhetoric.net) Hyperrhiz: New Media Cultures (http://hyperrhiz.io) VIEW: Journal of European Television History and Culture (http://viewjournal.eu) And there are all the Open Humanities Press journals: http://www.openhumanitiespress.org/journals/titles/ Jill Walker Rettberg Professor of Digital Culture University of Bergen

New book: Data Journalism and the Regeneration of News
by Hermida, Alfred 07 Mar '19

07 Mar '19

Dear colleagues New book announcement: DATA JOURNALISM AND THE REGENERATION OF NEWS by Alfred Hermida and Mary Lynn Young AVAILABLE FROM: https://www.crcpress.com/Data-Journalism-and-the-Regeneration-of-News/Hermi… Use code FLR40 at checkout for a 20% discount About the book: "Data Journalism and the Regeneration of News" traces the emergence of data journalism through a scholarly lens. It reveals the growth of data journalism as a subspecialty, cultivated and sustained by an increasing number of professional identities, tools and technologies, educational opportunities and new forms of collaboration and computational thinking. The authors base their analysis on five years of in-depth field research, largely in Canada, an example of a mature media system. The book identifies how data journalism’s development is partly due to it being at the center of multiple crises and shocks to journalism, including digitalization, acute mis- and dis-information concerns and increasingly participatory audiences. It highlights how data journalists, particularly in well-resourced newsrooms, are able to address issues of trust and credibility to advance their professional interests. These journalists are operating as institutional entrepreneurs in a field still responding to the disruption effects of digitalization more than 20 years ago. By exploring the ways in which data journalists are strategically working to modernize the way journalists talk about methods and maintain journalism authority, "Data Journalism and the Regeneration of News" introduces an important new dimension to the study of digital journalism for researchers, students and educators. Authors’ bios: Alfred Hermida, PhD, is an award-winning author, media scholar and digital news pioneer. A journalism professor at the University of British Columbia, co-founder and board member of The Conversation Canada, and formerly a BBC journalist, his research explores media innovation, social media and data journalism. Mary Lynn Young, PhD, is a journalism professor at the University of British Columbia, and co-founder and board member of The Conversation Canada. Formerly a journalist and academic administrator, her research interests include gender, newsroom sociology, data journalism, media start-ups and representations of crime.

Monopolies of Intelligence: Questioning the Political Economy of AI - 28 March
by Feldman, Zeena 07 Mar '19

07 Mar '19

For those in and around London at the end of March, this event may be of interest. Hope to see you there! -Zeena *** MONOPOLIES OF INTELLIGENCE: QUESTIONING THE POLITICAL ECONOMY OF AI *** A panel discussion with Mercedes Bunz, Nick Srnicek, Leif Weatherby WHEN: 28 March 2019 at 16:00-18:00. Reception to follow. WHERE: King’s College London, Bush House Lecture Theatre 3 (BH(NE) 0.01) Artificial Intelligence systems are being applied to many areas of human life. While AI is heavily debated - hyped as our future saviour or feared for their biases - the political economy of AI is rarely being discussed. With this panel discussion framed by short statements, the Department of Digital Humanities at King's College London aims to change this and also welcome the department's current Willard McCarty Fellow Leif Weatherby (NYU). Please join us. Register at https://www.eventbrite.co.uk/e/monopolies-of-intelligence-questioning-the-p…. In the Clouds - Nick Srnicek (Digital Humanities, KCL) We live in an age dominated by tech giants. Yet for all the attention paid to them, discussions of artificial intelligence have focused on ethical issues around bias and political issues around surveillance. The properly political economic questions have been left aside, or reduced to a simple ‘robots taking our jobs’ narrative. This talk will aim to uncover the political economy of artificial intelligence, with a particular focus on how the technological conditions of AI either facilitate or delineate possibilities for the greater concentration of capital and power. Data as Capital – Leif Weatherby (German, NYU and KCL's Willard McCarty Fellow) A recent report from MIT announces the arrival of a new metaphysical player in the game of business: data capital. This form of wealth forms represents a shift in the relationship between capital and society. Data capital has now driven the market capitalization of the largest platform companies above the "unicorn" value of 1 trillion USD, creating something like intelligent monopolies. But capital as data has to be interpreted to be useful, an operation most often carried out by algorithms called "neural nets." The data is exascale, beyond any human imagination - yet parsed, categorized, interpreted. I propose to call this activity at the heart of modern enterprise "artificial semiotics" in order to analyse how data has altered the structure of capital in the present. On Distributed Intelligence – Mercedes Bunz (Digital Humanities, KCL) Recent advances of AI have resulted in a fundamental shift in programming. However, the conditions of algorithmic production as well as the interfaces to use those programs and new capabilities have largely stayed the same. AI applications are currently mostly black box systems in which systems trained on data are making decisions for users and not with users. By analysing examples of image recognition regarding medical images, this talk will show that this constellation is dangerous and difficult. Automated decision-making in the medical sector transfers medical knowledge and agency from our medical institutions to technology companies without the necessary checks and balances. At the same time, machine learning has great potential to assist with medical decision making. In her talk, Mercedes will discuss two aspects of machine learning –data sets and interfaces – as entry points that could be used to make machine intelligence more accessible, collaborative, and distributed – against monopolies of intelligence. *** Biographies Mercedes Bunz is Senior Lecturer in Digital Society at the Department of Digital Humanities, King's College London. Her research explores how digital technology transforms knowledge and with it power; a question she explores currently specifically regarding medical knowledge with a Wellcome Trust Seed grant. Recent publications: The Internet of Things(Polity 2017) co-published with Professor Graham Meikle, and the small Open Access publication Communication with Finn Brunton (University of Minnesota Press 2019), on how contemporary communication puts us humans not only in conversation with one another but also with our machinery. Nick Srnicek is Lecturer in Digital Economy at King's College London. He is the author of Platform Capitalism (Polity, 2016) and Inventing the Future(Verso, 2015 with Alex Williams). With Helen Hester, he is currently writing After Work (Verso, 2020). Leif Weatherby is Associate Professor of German at NYU, co-founder of the Digital Theory Lab, and Willard McCarty fellow of the Department of Digital Humanities at King’s College London. His research focuses on philosophies of technology - especially the digital - Romanticism and Idealism, and political economy. His book, Transplanting the Metaphysical Organ: German Romanticism between Leibniz and Marx, tracks an early techno-philosophy in the doctrine he calls "Romantic organology." His ongoing work on the relationship between cybernetics and German Idealism has been supported by the National Endowment for the Humanities and the Alexander von Humboldt association. His writing has appeared in venues like SubStance, Grey Room, and the Los Angeles Review of Books.

Book Announcement: Burden of Choice, Recommendations, Subversion and Algorithmic Culture
by Jonathan Cohn 05 Mar '19

05 Mar '19

Greetings, I thought some of you fine people might be interested in my brand new book, The Burden of Choice: Recommendations, Subversion and Algorithmic Culture <https://www.rutgersuniversitypress.org/the-burden-of-choice/9780813597812>. Use code: 02AAAA17 for 30% off. From Rutgers UP: The Burden of Choice examines how recommendations for products, media, news, romantic partners, and even cosmetic surgery operations are produced and experienced online. Fundamentally concerned with how the recommendation has come to serve as a form of control that frames a contemporary American as heteronormative, white, and well off, this book asserts that the industries that use these automated recommendations tend to ignore and obscure all other identities in the service of making the type of affluence they are selling appear commonplace. Focusing on the period from the mid-1990s to approximately 2010 (while this technology was still novel), Jonathan Cohn argues that automated recommendations and algorithms are far from natural, neutral, or benevolent. Instead, they shape and are shaped by changing conceptions of gender, sexuality, race, and class. In the process, this book considers not only how we now define our choices and perform choosing online, but also how we constantly contest and subvert the choices that algorithms present us. With its cultural studies and humanities-driven methodologies focused on close readings, historical research, and qualitative analysis, The Burden of Choice models a promising avenue for the study of algorithms and culture. And here are some reviews: "Suffused with nuance and aplomb, Jonathan Cohn’s The Burden of Choice details the asymmetries of power and disputed logics of contemporary algorithmic culture—an outstanding contribution to digital studies." --John Cheney-Lippold, author of We Are Data: Algorithms and The Making of Our Digital Selves "Algorithmic recommendations aren’t politically neutral. But, as Cohn details in this illuminating book, nor is their power absolute. The Burden of Choice is a primer on algorithmic dissidence, couched in a history of computational decision making." --Ted Striphas, author of The Late Age of Print: Everyday Book Culture from Consumerism to Control “Fascinating and timely, this exciting book explores the history of algorithms, recommendations, and suggestions.” --Chuck Tryon, author of On-Demand Culture: Digital Delivery and the Future of Movies Best, Jonathan Cohn Assistant Professor, Digital Culture English and Film Studies University of Alberta ᐊᒥᐢᑿᒌᐚᐢᑲᐦᐃᑲᐣ (Amiskwacîwâskahikan), Treaty 6/Métis Territory New Book: The Burden of Choice: Recommendations, Subversion, and Algorithmic Culture <https://www.rutgersuniversitypress.org/the-burden-of-choice/9780813597812> (Via Amazon <https://www.amazon.com/Burden-Choice-Recommendations-Subversion-Algorithmic…> or Powell <https://www.powells.com/book/-9780813597812>)
