PUBLISHED: Fake News Inquiry Report
by Dr. Emma Briant 18 Feb '19

18 Feb '19

Dear Colleagues, Thought I would share the UK Parliament's Digital, Culture, Media and Sport Fake News Inquiry final report which is just published: https://publications.parliament.uk/pa/cm201719/cmselect/cmcumeds/1791/1791.… And as the final report endorses my recommendations that the private influence industry must no longer go unregulated and on how this might be done, I just wanted to share my full original report on this in case anyone wishes to read my fuller proposals: · Briant, E L (2018) ‘Building a stronger and more secure democracy in a digital age <http://data.parliament.uk/writtenevidence/committeeevidence.svc/evidencedoc…>’ A Response to Recent Interim Reports and Proposals, published by Digital, Culture, Media and Sport Select Committee Inquiry into Fake News: UK This September 2018 policy report was my response to both the recent UK Interim Report of the Fake News Inquiry, and the proposals offered by Sen. Warner and the Senate Intelligence Committee. It replied to inadequacies in both reports and the proposals offered to date for the US and UK, highlights the important areas I considered to have not been fully addressed, arguing for what I saw as vital recommendations and proposals for the US and UK. Today's Fake News Inquiry Final report restates my report's recommendations and then concludes the following: 'The industry needs cleaning up. As the SCL/Cambridge Analytica scandal shows, the sort of bad practices indulged in abroad or for foreign clients, risk making their way into UK politics. Currently the strategic communications industry is largely self-regulated. The UK Government should consider new regulations that curb bad behaviour in this industry.' And: 'There needs to be transparency in these strategic communications companies, with a public record of all campaigns that they work on, both at home and abroad. They need to be held accountable for breaking laws during campaigns anywhere in the world, or working for financially non-transparent campaigns. We recommend that the Government addresses this issue, when it responds to its consultation, ‘Protecting the Debate: Intimidating, Influence and Information’' Best wishes, Emma -- Dr Emma L Briant Researcher at George Washington University School of Media and Public Affairs 805 21st St NW, Washington, DC 20052 Website: www.emma-briant.co.uk Author of: *Propaganda and Counter-Terrorism: Strategies for Global Change *from Manchester University Press Co-Author of: *Bad News for Refugees* with Prof. Greg Philo and Dr. Pauline Donald from Pluto Press. email proposal for AIR-L

18 Feb '19

Dear Colleagues, We would be most grateful if you would disseminate this call for papers from the academic journal “hipertext.net” [ http://raco.cat/index.php/Hipertext] in the distribution list AIR-L. You can see that the call is written in three versions: English, Spanish and Catalan. Please, tell us if we must to do anything. Thank you very much in advance, best wishes, Pere Freixa Director Hipertext.net ********** Mail subject: CFP: : Open Science, visibility and dissemination of academic output. Hipertext.net, number 19, November 2019 Mail text: [en español después] Call for papers: *Open Science, visibility and dissemination of academic output*. Guest editor: *Ernest Abadal*, University of Barcelona ( https://fbd.ub.edu/pub/abadal/) Submission deadline: *July 15th, 2019* Peer review. Notification of acceptance: *September 30th, 2019* Publication:* November 2019* Author guidelines: http://raco.cat/index.php/Hipertext/about/submissions Editorial contact: Pere Freixa, Director, hipertext(a)upf.edu Original manuscripts accepted in Spanish, English or Catalan *Introduction.* Open science is an approach to scientific research based on collaboration, on openness and transparency at each stage of the research process (including, data collection, peer review, dissemination, evaluation, etc.) and on the enhancement of its accessibility to society. Open science represents a radical transformation of the way in which scientific research is conducted and of its system of evaluation, in short, open science constitutes a genuine paradigmatic shift with respect to the prevailing system (Anglada & Abadal, 2018). At the beginning of the 2000s, initiatives were first undertaken taken in relation to such practices as open access, open educational resources (OER), open data (both administrative – open government data – and research – scientific data), open peer review, citizen science and new metrics, in addition to other practices that showed a specific awareness of openness in such areas as publication, data collection and the review process. However, each of these elements has tended to follow its own path of implementation and evolution, largely in isolation of the other elements. For this reason, the concept of open science seeks to take this general movement one step further and to broaden the perspective on how research works by integrating all these elements in a global and strategic vision of how we can face the challenges posed by science. The European Commission has, unquestionably, taken the lead in promoting this new model and in placing it firmly on the global agenda with the publication, in the first place of, the concept paper “Digital Science in Horizon 2020” (2013), followed most notably by its recommendations on access to and preservation of scientific information (European Commission, 2018) and the creation of its open science portal (European Commission, 2019) which brings together in one site news, events and documents related to open science. Academics and practitioners, therefore, are encouraged to send original research papers for publication in the next issue of Hipertext.net related particularly, but not exclusively, to the following lines of research: - Open science - Scientists and open science - Open science evaluation - The dissemination of open science - State open science policies - Research data - Open access - Plan S - Open peer review - Citizen science - Open educational resources *Bibliography* Anglada, Lluís; Abadal, Ernest (2018). CALL FOR PARTICIPATION: PDC2020 Manizales, Colombia
by Cristhian Daniel 16 Feb '19

16 Feb '19

Hi everyone, I'm forwarding a CFP test night be of interest for some of you. Best ---------- Forwarded message --------- From: Chiara Del Gaudio <chiara.delgaudio.d(a)gmail.com> Date: Fri, Feb 15, 2019, 14:10 Subject: [PDworld] CALL FOR PARTICIPATION: PDC2020 Manizales, Colombia To: <pdworld(a)listserv.uni-siegen.de> CALL FOR PARTICIPATION: PDC2020 Manizales, Colombia ======================================== Participatory Design Conference PDC2020 - Participation(s) otherwise Manizales, Colombia June 15-19 2020 Universidad de Caldas FB:https://www.facebook.com/PDC-2020-505446103195145 Twitter:@PDC_2020 ======================================== The Participatory Design Conference (PDC) has a long history in bringing together research concerned with the direct involvement of people in co-design, development, implementation, and appropriation activities around technologies, spaces, artefacts, and services. The conference invites researchers and practitioners working on participatory design, as it is encountered and discussed in multiple fields. In 2020, the 18th Biennial Participatory Design Conference (PDC) will be held in Manizales, Colombia, for the first time in South America. The conference will be held in conjunction with the Festival de la Imagen 2020 ( www.festivaldelaimagen.com) one of the largest and most recognized design events in Colombia, which will bring a variety of unique possibilities and encounters for PDC and its community. *PDC 2020’s theme is “Participation(s) otherwise”* Since Participatory Design’s (PD) emergence as a research community, PD scholars have asserted that design is a practical, social and political endeavour. Main commitments include: offering alternative technologies, rendering design processes democratic, open and accessible to wide participation, and amenable to critical scrutiny and mutual learning. By proposing the theme of Participation(s) otherwise, we want to invite the PD community to think further on the diverse meanings and ontologies that participation and design can take on. Let’s open up the understanding of “participation” beyond modernist narratives and theoretically “universal” cookie cutter solutions and account for diverse practices. What forms, conceptions and understandings of participation, collaboration, intervention, design and technology can we draw upon to contest essentialist views on participatory design? Are current conceptions coherent with plural understandings and realities? What haven’t we realized before? From whom else are we / can we be learning? We welcome a variety of different contributions, such as theoretical elaborations, case study analysis, long term explorations and/or methodological reflections. Submissions may address one or more of the following anchor points. These should not be considered as mandatory, but rather indicative of things we believe require urgent action: Local/global - place/territory: Explorations of place, space, materiality, and temporality within participatory design and for technologies otherwise. Economies: Inquiries into the role and scope of participatory design in the critique, reinterpretation and construction of green, circular, open, commons and solidarity processes. This includes also provocative reflections on participatory design processes themselves, understood as a process of exchange. Representation, resistance and governance otherwise: The potential of participatory design practices to support (or undermine) forms of civic participation, power redistribution and conflict negotiation, to challenge authoritarianism, or explore horizontal ways of organising - including making alternative (or resistive) technologies, spaces, systems, processes or infrastructures. Design Research: Explorations of new forms of making otherwise and methodological innovations for design as participatory political praxis (including decolonial, feminist, and collective research and action approaches). Reflections on how those can transform scientific writing to be more representative of collaborative knowledge construction processes. Participation and interculturality: spaces and features of (and for) dialogue and design that avoid universalism and include critical perspectives towards collaboration, co-creation, and the role of technology in these processes. *Categories and submission formats:* * FULL PAPERS (in English) * EXPLORATORY PAPERS (in English) * PLURILINGUAL PD (ESP/PT) (in Spanish or Portuguese) * EXHIBITION/ SITUATED ACTIONS (in English) * CONVERSATIONS: (in English) * OUTSIDE ACADEMIA (in English) * INTERACTIVE WORKSHOPS and TUTORIALS (in English) * DOCTORAL COLLOQUIUM (in English) * STUDENT PROJECTS: (in English) * ARTFUL INTEGRATORS’ AWARD *Keydates:* 15th February 2019 — First call for papers out 1st September 2019 — Submission DL for Full papers + Plurilingual track 1st December 2019 — Submission DL for Short papers, Interactive workshops and tutorials, Conversations, PhD colloquium, and Situated Actions/Exhibition 1st December 2019 — Second round submission for Full and Plurilingual papers 15th February 2020 — Notification to (all) authors 15th March 2020 — Camera ready papers (all formats, except student projects) + Submission for Student projects 25 April 2020 — Early bird registration deadline 15-19th of June 2020 PDC Conference and Festival de la Imagen Join us in Manizales Colombia! *** FINAL CALL FOR DOCTORAL CONSORTIUM SUBMISSIONS *** 27th ACM International Conference on User Modeling, Adaptation and Personalization (ACM UMAP 2019) Golden Bay Beach Hotel 5*, Larnaca, Cyprus, June 9-12, 2019 http://www.cs.ucy.ac.cy/~george/lm/lm.php?tk=YWlyLUwJCQlhaXItTEBsaXN0c2Vydi… Submissions due: March 1, 2019 ACM UMAP 2019, the premier international conference for researchers and practitioners working on systems that adapt to individual users or to groups of users, and which collect, represent, and model user information, will, as in previous issues of the conference series, include a Doctoral Consortium (DC) Session, which provides an opportunity for doctoral students to explore and develop their research interests under the guidance of distinguished researchers from the field. Doctoral students are invited to apply to present their research to experienced scholars who will provide constructive feedback and advice. The Doctoral Consortium is implemented as a student mentoring program that introduces students to senior researchers from the relevant fields. Students are expected to document in a brief submission their doctoral research (see below described submission information for further details), which will be evaluated by the consortium committee. Good quality applications will be selected for presentation at a Doctoral Consortium Session as part of the conference. Promising, but less well- developed applications will be selected for presentation at a poster session. Each student with an accepted submission will be assigned a mentor who will provide feedback on the student's work and will discuss the doctoral research with the student and the audience at the consortium. How to Submit to the Doctoral Consortium To apply for the ACM UMAP 2019 Doctoral Consortium, students are asked to submit a paper presenting their doctoral research that describes: · The problem being addressed. · Motivation outlining the relevance of the problem and referring to related work. · The main contributions that the PhD project aims to achieve. · The progress made to date (including a clear description of the proposed approach, methodology and preliminary results) as well as the plan for further research. · Topics include (but are not limited to) the ACM UMAP 2019 key areas. Each DC submission is encouraged to consider the following: identification of related (state of the art) work, indication of the potential innovation, application or advancement of the state-of-the-art that the work intends to achieve. In addition, as appropriate for the PhD project, the submissions can consider: indication of data to be used for experimentation, indication of implementation approach, indication of evaluation criteria and experimental design. Each submission should contain a cover page including the paper title, name of the PhD candidate, the name of his/her supervisor(s) and University, a paragraph describing the stage they are in the PhD programme, together with a brief description of their background. This will enable the committee to adapt its assistance to each student. Papers should be submitted via the EasyChair Doctoral Consortium submission system: http://www.cs.ucy.ac.cy/~george/lm/lm.php?tk=YWlyLUwJCQlhaXItTEBsaXN0c2Vydi… Submissions should be pdf documents consisting of 1 cover page and the paper (up to 4 pages long), formatted using the ACM SIG proceedings template. ACM UMAP Proceedings The accepted ACM UMAP 2019 Doctoral Consortium papers will be included in the Conference Proceedings, which will be published by ACM and that will be available via the ACM Digital Library. The main author (doctoral student) must register for the conference for the paper to be included in the proceedings. Financial Support ACM UMAP has a history of supporting students to attend. Further details are available on the conference web site: http://www.cs.ucy.ac.cy/~george/lm/lm.php?tk=YWlyLUwJCQlhaXItTEBsaXN0c2Vydi… Important Dates · Paper submission: March 1st, 2019 · Notification to authors: March 22nd, 2019 · Camera ready submission: April 3rd, 2019 · ACM UMAP 2019 DC Session: June 11th and 12th, 2019 Note: The submissions times are 11:59pm AoE time (Anywhere on Earth).
