Ranking Web of Universities: July 2009 edition

The July edition of the Ranking Web of World Universities (http://www.webometrics.info) shows important news. Most of them are due to changes done to improve the academic impact of the open web contents and to reduce the geographical bias of search engines. As a result, the US universities still lead the Ranking (MIT with its huge Open Courseware is again the first, followed by Harvard, Stanford and Berkeley), but the digital gap with their European counterparts (Cambridge and Oxford are in the region’s top) has been reduced. Even more important, some of the developing countries institutions reach high ranks, especially in Latin America where the University of Sao Paulo (38th) and UNAM (44th) benefits from the increasingly interconnected Brazilian and Mexican academic webspaces. Several countries improves their performance including Taiwan and Saudi Arabia with strong web oriented strategies, Czech Republic (Charles), the leader for Eastern Europe, Spain (Complutense) and Portugal (Minho, Porto) with huge repositories and strong Open Access initiatives. Norway (NTNU, Oslo), Egypt could be also mentioned. On the other side, the underrated are headed by France, with a very fragmented system, Korea, whose student-oriented websites are frequently duplicated, New Zealand, India or Argentina. Africa is still monopolized by South African universities (Cape Town is the first, 405th), as well as Australian Universities are the best ranked for Oceania (Australian National University, 77th) Other well performing institutions include Cornell or Caltech in the USA, Tokyo (24th) Toronto (28th), Hong Kong (91st), or Peking (104th). On the contrary, in positions below expected we find Yale, Princeton, Saint Petersburg, Seoul and the Indian Institutes of Science or Technology. Twitter use in Congress

I thought some of you might be interested in this report about the use of Twitter by Congress members: http://www.fas.org/sgp/crs/misc/R41066.pdf From the summary: "After providing an overview and background of Twitter, the report analyzes patterns of Member use of Twitter during August and September 2009. This report is inherently a snapshot in time of a dynamic process. As with any new technology, the number of Members using Twitter and the patterns of use may change rapidly in short periods of time. Thus, the conclusions drawn from this data can not be easily generalized nor can these results be used to predict future behavior. The data show that 205 Representatives and Senators are registered with Twitter (as of September 30, 2009) and issued a total of 7,078 “tweets” during the data collection period of August and September 2009. With approximately 38% of House Members and 39% of Senators registered with Twitter, Members sent an average of 116 tweets per day collectively. Members’ use of Twitter can be divided into eight categories: position taking, policy, district or state activities, official congressional action, personal, media, campaign activities, and other. These phenomena are also changing how we communicate with each other and the way in which we establish and maintain our social relations. The relationship between Internet and society is complex and bidirectional, leading to a co-evolution of the two systems. In fact, the Internet exists because humans need networking and the Internet evolution is ultimately driven by our ever-increasing use of it. The complexity of the current Internet structure and its future developments cannot be understood without taking a full multi-disciplinary approach. Such an approach must necessarily be based on the science of complex systems, and in particular complex network theory. It must also depend on social sciences and humanities to elucidate the underpinnings of the Internet at a societal and economic level. This conference will bring together experts in Information and Communication Technologies (ICT), social scientists, as well as experts in the area of complex systems They will assess the state-of-the-art, identify new trends and envision future developments in the intertwined domains of future Internet and society. I would vote for Zotero. What drew me to it originally was that as an open platform you can also export data easily, which is not the case with EndNote. It's very useful for storing webpages and tagging them, attaching notes, etc. You can store everything on your computer (which I prefer) but there's also an online storage facility. Digital Icons: Studies in Russian, Eurasian and Central European New Media http://www.digitalicons.org/forthcoming/ **Call for papers for the Special Issue War, Conflict and Commemoration in the Age of Digital Reproduction ( Autumn 2010)** Wars, conflicts and commemoration occupy the minds of today's users of new media across the globe, especially those in Russia, Eurasia and Central Europe: from digital accounts of 'wars on terror' to virtual museums of political terror under communism; from cyberwars against websites and databases to computer war games; from on-line anti-war organising to virtual memorials to WWII soldiers; from photo-and video- reporting on warfare in Kosovo, Chechnya, Gaza or Georgia to flash-mobs of political protest or racist incitement; from digitalised personal memories and family histories to YouTube clips featuring victorious presidential speeches. The aim of this special issue is to explore the ways wars and conflicts are mediated, commemorated, reported and discussed on the Internet as well as in other forms of new media, including mobile phones, digital broadcasting and computer games. What is the role of new media in understanding, representing, negotiating and remembering (or forgetting) war and terror? What is the status of testimony, evidence and reportage in the age of digital reproduction? What practices of memory do new information and communication technologies entail? What structures of feeling operate in on-line reports and debates around military operations and human suffering? How can digital mediations of conflict bring people and communities together, while tearing others apart? And lastly, how can the embodied, physical violence intensify in digital interactions, and how can it be resisted? Working paper on Twitter and live television

Hi all, With apologies for cross-posting, I just wanted to share the link to a working paper that I have just co-authored with Ben O'Loughlin of Royal Holloway College, University of London. It starts to examine a sample of more than 40,000 tweets we gathered during a broadcast of BBC Question Time in the UK in October 2009. This episode was especially significant, as the programme featured Nick Griffin, leader of the far right British National Party, making it a highly controversial event. In the paper, Ben and I talk about what we term the emerging Viewertariat - a group of viewers who use new media technology to comment on and discuss television events in real time as they watch them. We start to attempt to understand how this group functions, as part of a wider remit to understand how political engagement occurs across mediums either simultaneously or with varying time lags. In the future, we plan to engage in a more detailed content analysis of this sample, as well as applying this method to other events, including the forthcoming UK General Election TV debates.
