These challenges have been affecting the way in which citizens, the media and political elites communicate about politics. Critical observers witness a deteriorating quality of political conversations between ordinary citizens. It appears no longer possible to discuss politics normally. A high-choice media environment facilitated by online and in particular social media enables citizens to refrain from exposing themselves to counter-attitudinal information and engaging in cross-cutting political talk. The polarization of opinions within society is promoted by increasingly fragmented media systems and a reporting style that favors sensational and scandalous over a balanced and multifaceted reporting. Rapid media cycles shorten time for balanced and thorough argumentation and media outlets are steadily confronted with the accusation of producing fake news. Political actors adapt to the media logic by employing ever more simplified and emotionally arousing communication. Instead of deliberating publicly on complex problems and finding compromises or solutions, political elites rather prefer to communicate through short soundbites and populist messages to promote their positions and eventually attract voters at election time. Overall, these dynamics indicate a deteriorating deliberative quality of political communication among and between citizens, the media and political elites. While this phenomenon has caused concern among scholars from both political and communication science, it still needs further empirical substantiation and demand a reflection on extant theories. This conference aims at addressing the deliberative quality of communication among and between citizens, media and political elites. Within this research context, we welcome both theoretical, empirical and methodological contributions focusing on the deliberative quality of communication. The proposals can address – but are not limited – to the following questions: * To which extent does ordinary citizens’ talk about politics come close to the genuine type of deliberation? Who participates in political talk, who does not and why? Do citizens talk to those with viewpoints that conflict with their own? What are the underlying motives and condition that give rise to homogenous or heterogeneous talk about politics? Which variables affect the quality of informal civic discussions? Do citizens’ daily exchanges resemble reasoned and well-argued debates or harsh fights at the expense of proper justification? * To which extent does the online sphere of political communication promote respectively impede deliberation? Are platform interventions (e.g., Facebook’s proposed policy of removing hate speech and fake news) a panacea to improve the quality of online deliberation and to save deliberative democracy? * To which extent do different features of the media systems influence mediated deliberation? How does the increased polarization and fragmentation of media environments translate into the deliberative quality of the media? How deliberative is the media system as a whole? How deliberative are individual media types, formats, or programs? * How do political, national and cultural climates shape deliberation? To which extent do different types of the political system affect the deliberative quality within the public sphere? How does the increased polarization of the political environments affect formal deliberation? How do political elites engage with populist actors who decline to engage in reasoned and constructive dialogue? * Which opportunities and challenges do big data offer for the analysis of deliberation? What is ICTD 2019? Held in cooperation with ACM SIGCAS, ICTD 2019 will provide an international forum for scholarly researchers to explore the role of information and communication technologies (ICTs) in social, political, and economic development. The ICTD conferences have been taking place every 12-18 months since 2006. The first ICTD conference was organized in 2006 at UC Berkeley and the conference has since been hosted in Bangalore (2007), Doha (2009), London (2010), Atlanta (2012), Cape Town (2013), Singapore (2015), Ann Arbor (2016), and Lahore (2017). The ICTD community is methodologically and conceptually diverse, including, for example, anthropologists who study how underserved individuals and communities engage with technology, computer scientists who design novel technological interventions to target development outcomes, data scientists who examine human-centered aspects of big data, political scientists looking at how national and state governments implement ICTD projects, economists who evaluate the developmental impact of such projects, and practitioners who implement them on the ground. What does the ICTD 2019 review process entail? As a member of the ICTD 2019 Program Committee, you can expect to complete reviews no more than five Papers and three Posters (we hope). Reviewing will take place between July 22nd and August 22nd (approximately). You will not be required to participate in a PC meeting or conduct any meta-reviews. What is an ICTD Paper? An ICTD Paper, 7-10 pages in the ACM two-column format (excluding references, but including figures and tables), must make a new research contribution and provide complete and substantial support for its results and conclusions. Accepted Papers will be presented orally at the conference and archived in the ACM Digital Library (unless otherwise requested by authors). Submissions will be evaluated on the basis of novelty of the research contribution, significance of the contribution to ICTD, validity of method, rigor of analysis, and clarity of presentation. What is an ICTD Poster? An ICTD Poster, up to 4 pages in the ACM two-column format (excluding references, but including figures and tables), can report on practitioner projects, research work in progress, dissertation progress, and other content that would enrich the conference. A complete research contribution is not mandatory. Posters will be reviewed in the same timeline as (but differently than) Full Papers. Accepted Posters will be presented as posters at the conference and archived in the ACM Digital Library (unless otherwise requested by authors). We are recruiting 2 post-doc RAs at King’s College London to work on the 3-year EPSRC-funded project “DADD: Discovering and Attesting Digital Discrimination”. Digital discrimination can be the result of algorithmic biases, i.e., the way in which a particular algorithm has been designed creates discriminatory outcomes, but it also occurs using non-biased algorithms when they are fed or trained with biased data. Research has been conducted on quantifying and limiting the extent of bias introduced by an algorithm or dataset. But, how much bias is too much? That is, what is legal, ethical and/or socially-acceptable? And even more importantly, how do we translate those legal, ethical, or social expectations into automated methods that attest digital discrimination in datasets and algorithms? DADD is a novel cross-disciplinary collaboration to address these open research questions following a co-creation process with academic (Computer Science, Digital Humanities, Law and Ethics) and non-academic partners (Google, AI Club), and the general public. DADD will design methods to certify whether or not datasets and algorithms discriminate by automatically verifying computational non-discrimination norms, which will in turn be formalised based on socio-economic, cultural, legal, and ethical dimensions. The Aleksanteri Institute at the University of Helsinki invites applications for an enthusiastic and creative POSTDOCTORAL RESEARCHER <https://www.helsinki.fi/en/open-positions/postdoctoral-researcher-russia-me…> for a fixed term from 3rd of September 2018 to 30th of June 2019, to work within the project 'Russia MediaLab: Freedom of speech and critical journalism in Russia'. The employment contract will include a trial period of six months. If measured according to conventional parameters, freedom of speech and expression in Russia has deteriorated. However, such development is not uncontested and without contradictions. Instead, actions and measures taken can prove inefficient or have unintended outcomes, which can be either negative or positive in terms of freedom of speech. Likewise, freedom of speech can also unintentionally shrink due to reasons such as the strained economic situation or increasing commercialization. To formulate a fuller picture of freedom of speech in Russia today, it is therefore not enough to study measures of control and questions of implementation, but also to adopt the opposite perspective – that is, to study freedom of speech and expression from the perspective of the areas of relative freedom. In Pierre Bourdieu's (2001) theory, field arises as a configuration of socially distributed relations. Progressively, a universe of socialisation has emerged and consolidated: cyberspace. Although virtual, it exists and produces effects. It can be defined as the space boosted by the different digital communication platforms and assumes itself as an individual communication model, allowing the receiver to be simultaneously emitter. Space of flows (Castells, 1996), cyberspace translates the social dimension of the Internet enabling the diffusion of communication/information on a global scale. This causes an intense process of inclusion and exclusion of people in the network. The reference to info-inclusive and info-excluded societies of the digital scenario is imperative when it is reflected in the geography of the new socio-technological spaces. The dynamics of these territories are directly associated with the way social, demographic, economic and technological variables condition each other, revealing the potential for dissemination of information and knowledge through technologies. In this special issue of the journal Interações we propose a reflection on (In)Equalities and Social (In)Visibilities in the Digital Age. Unpublished works that present research results and/or theoretical reflection on this theme are accepted (although this special issue is not limited to these topics): - Digital and social and economic inequalities in different geographical contexts; - Promoting equality by digital; - Visibilities and social invisible created by movements of exclusion or social inclusion, digital, media, economic, etc.; - Invisible social groups in the digital age; - Digital literacy and vulnerable social groups; - Digital as a geographical barrier; - Conditioning created by technology to the individual in a social context. The journal publishes original papers that present research results and/or theoretical reflection in the different fields of social sciences and humanities. From an interdisciplinary editorial perspective, Interações' primary objective is to foster the reflection and diffusion of knowledge in the areas of Social and Human Sciences, with a particular focus on Portuguese and Latin American spaces. The journal accepts articles of scientific investigation, reviews and critical essays.
