In the two previous workshops on Health Recommender Systems (HRS), we elaborated a great variety of fields in which recommender systems can improve our awareness, understanding and behavior regarding our own, and the general public's health. At the same time, these application areas bring new challenges into the recommender community. Recommendations that influence the health status of a patient need to be liable, today, they often involve a human in the loop to make sure the recommendations are sound. To make the recommender liable, complex domain-specific user models need to be created, which creates privacy issues. While trust in a recommendation needs to be explicitly earned by e.g. transparency, explanations and empowerment, other systems might want to persuade users into beneficial actions that would not be willingly chosen otherwise. The variety of those challenges also results from the number and diversity of stakeholders involved in health systems. Taking the patient's perspective, simple interaction and safety against harmful recommendations might be the prioritized concern. For clinicians and experts, on the other hand, what matters is precise and accurate content. Finally, health care providers, insurance providers, and clinics are interested in other aspects, e.g. success rates, study results, and financial benefits of the new systems. This workshop goes deeper into the discussions started at the two prior workshops and works towards further development of the research topics in Health Recommender Systems. CALL FOR PAPERS/ABSTRACTS EXTENDED SUBMISSION DEADLINE: 24TH MAY 2018 13th IFIP Summer School 2018 on Privacy and Identity Management - Fairness, Accountability and Transparency in the Age of Big Data - Vienna, Austria, 20-24 August 2018 https://www.ifip-summerschool.org/ Background and goals We are inviting contributions to this IFIP Summer School on Privacy and Identity Management from students who are at the stage of preparing a master or a PhD thesis as well as young researchers and practitioners. The school is interactive in character, and is composed of plenary lectures and workshops based around Master/PhD students’ presentations. The principle is to encourage young academic and industry entrants to the privacy and identity management world to share their own ideas, build up a collegial relationship with others, gain experience in making presentations, and potentially publish a paper through the resulting book proceedings. This Summer School is a joint effort between the IFIP Working Groups 9.2, 9.6/11.7, 11.6, and Special Interest Group 9.2.2, of different European and national projects. The 2018 IFIP Summer School will bring together junior and senior researchers and practitioners from multiple disciplines to discuss important questions concerning privacy and identity management and related issues in a global environment subject to change. This Summer School is not a “taught course”: it does enable, however, students to gain credit points for presenting and attending, and their paper to be considered as a candidate for a Best Paper award. Basic elements The Summer School takes a holistic approach to society and technology and supports interdisciplinary exchange through keynote and plenary lectures, tutorials, workshops, and research paper presentations. In particular, participants’ contributions that combine technical, legal, regulatory, socio-economic, social or societal, political, ethical, anthropological, philosophical, historical, or psychological perspectives are welcome. The interdisciplinary character of the work is fundamental to the School. The research paper presentations and the workshops focus on involving students, and on encouraging the publication of high-quality, thorough, research papers by students/young researchers. To this end, the School has a three-phase review process for submitted papers. In the first phase, submissions are short abstracts as a minimum (full papers are possible). Submissions within the scope of the call are selected for presentation at the School. For accepted submissions the full papers are to be submitted latest before the Summer School takes place and they appear in the (unreviewed) pre-proceedings. In a second review phase, the full papers are reviewed soon after the Summer School. The students are invited to resubmit their full papers, after they have revised them based on two sets of feedback: the discussions that took place at the Summer School, as well as a formal written review by programme committee members. In the third review phase, after the full papers are resubmitted, they are reviewed again for inclusion in the School’s proceedings which will be published by Springer. Submissions by senior researchers and participants in European, national, or regional/community research projects are also very welcome, and are generally published in a separate section of the book volume. Submitting papers / abstracts The abstract submissions should contain a concise problem statement, an outline, and clear messages (they should not be about work ‘to be done’). On acceptance of the abstract, authors are to submit their full papers of up to 16 pages in length in Springer LNCS format. These versions of the papers will be made available to all participants in the Summer School pre-proceedings. After the Summer School, authors will have the opportunity to revise and re-submit their full papers (again in Springer LNCS format, with a maximum of 16 pages). These versions should address the questions and discussions raised on the paper during the Summer School as well as in the detailed reviews provided by the Programme Committee members. These revised papers will be considered for publication in the Summer School proceedings published by Springer, the official IFIP publisher. The papers to be included in the final proceedings will again be reviewed and finally selected by the Summer School Programme Committee. Students are expected to try to publish their work in this volume. Call for Tutorials and Workshops The School also seeks contributions in the form of tutorials and workshop proposals from all disciplines (e.g. computer science, informatics, economics, ethics, law, psychology, sociology, history, political and other social sciences, surveillance studies, business and public management). The timelines for submission of these tutorials and workshops are the same as those of the student papers. Topics of interest include, but are not limited to: concepts, technologies and applications, design, enforcement mechanisms, effects, attitudes, and user practices. Tutorials are expected to last one or two hours. Proposals should contain a short summary and state the level and background required for attendees to follow the tutorial. Workshops are expected to last one or two hours and must generate short papers that recapitulate the outcome and the kinds of discussions raised in the School, for inclusion in the post-proceedings. Proposals should contain a short statement summarising the topic(s) to be discussed and the expected contributions from the audience members e.g. responding to a questionnaire or conducting a small experiment. Proposers should indicate whether any special equipment is needed for the workshop, such as audiovisual systems or computational equipment and support. Dutton We’re pleased to announce the publication of our newest special issue, bringing together the best policy-oriented papers presented at the 2017 annual conference of the Association of Internet Researchers (AoIR) in Tartu, Estonia. The issue – on the broad theme of networked publics – was edited by guest editor William H. Dutton, Professor of media and information policy at Michigan State University. The seven papers in the special issue span topics concerning whether and how technology and policy are reshaping access to information, perspectives on privacy and security online, and social and legal perspectives on informed consent of internet users. As explained in the editorial to this issue, taken together, the papers reflect the rise of new policy, regulatory and governance issues around the internet and social media, an ascendance of disciplinary perspectives in what is arguably an interdisciplinary field, and the value that theoretical perspectives from cultural studies, law and the social sciences can bring to internet policy research. This special issue is the first major release of Internet Policy Review in its fifth anniversary year. *CALL FOR PAPERS* A Special Issue on Digital Nations - Smart Cities, Innovation & Sustainability Nations are rapidly transforming by leveraging on information and communication technologies (ICTs). The access to information and knowledge across the web enables new innovations and the creation of smart cities. Organisations and governments at all levels initiate ICT-driven programmes to stimulate innovation and address the needs of the key stakeholders. This results in radical changes in the way nations are organized. In "Digital India” the Government of India is implementing a national transformation enabled by ICTs. A major focus in such transformation is the access and provisioning of digital services (including e-government services) across the urban and rural citizens of the country through the Internet. Another such notable initiative is the Smart City projects. Initiatives, like Smart Cities, are likely to play a critical role (hence is a core component of) in urbanisation and such transformation across the nation. Other examples of such regional and national level initiatives are the European Innovation Partnership on Smart Cities and Communities and the Smart Cities plan of Australia. In the era of smart technologies, like Internet of things and big data analytics, these are becoming essential components for creating Smart Cities. These technologies are changing the way organisations leverage on their information assets in the wake of digitisation of products and processes. Sensors embedded in smart devices, like mobile phones and wearables, used by consumers are creating a wealth of data which can be used for social welfare. There has been a huge focus on the emergence of innovative business models, service models and offerings, through which the stakeholder’s value is being maximised. Sustainability of the key assets for any nation, like water resources, energy and green resources, can also be addressed using technology-enabled transformation initiatives. Pollution can be measured, energy markets created and goods can be traced. With the emergence of such innovation and technology-driven transformation, the interests of the different stakeholders needs to be balanced. The different stakeholders are gradually engaging in public life participation using social media platforms. For example, social initiatives like MyGov in India and Australia, REACH in Singapore and Mann ki Baat in India, are enabled through Telephony, Web 2.0 and Mobile Apps, are taking inputs from concerned citizens for actually improving the provisioning of public utilities and services envisioned from the government. Public policymakers need to respond to these changing dynamics of digital nations, for creating an ecosystem which will be sustainable, resilient and addresses the social, economic and digital needs of the society. This special issue of ISF aims to bring together a variety of disciplines for the advancement of knowledge regarding the adoption, use, impact and potential cases to pave the path for Digital Nations. To achieve this goal, literature review, theoretical and empirical papers employing quantitative, qualitative, and/or critical methods are welcomed for consideration. Known for pioneering works in the area of e-governance, he has been spending significant amount of resources in developing cases, tools and frameworks to promote e-governance research. These included 24 Doctoral thesis, 17 sponsored mega-projects, co-authored / edited 4 books and 200+ research papers. He has been closely following Government of India (GoI) National Plan on E-governance which developed subsequently into an umbrella program of ‘Digital India’. His studies have suitably fed into these programs in general and ‘Cyber Security Policy of India’ in particular. His recent interest lies into exploring some the issues of smart cities. He is also steering an European Union funded (Horizon-2020) project, which deals with the setting up of cluster to cluster partnerships between India and EU for the convergence of Future of Internet & Digital Media (FI-MEDIA). *Prof. Dr. Marijn Janssen *is a full Professor in ICT & Governance and chair of the Information and Communication Technology section of the Technology, Policy and Management Faculty of Delft University of Technology. He is also honorary visiting professor at Brunel University, London, UK since September 2015. His research interests are in the field of orchestration, shared services arrangements, and open and big data and infrastructures.
