Call for Papers: Hate speech as political communication; global uses and abuses
by Matti Pohjonen 10 Mar '18

10 Mar '18

International workshop/conference Title: Hate speech as political communication; global uses and abuses* Convenors: Dina Matar, Centre for Global Media and Communication & Matti Pohjonen, researcher/research associate CGMC* Venue: Khalili Lecture Theatre, SOAS* Date: 31 May 2018* Time 10:00 to 17:00* Call for papers: The public, and intellectual, mood about new media's promise to bring about positive change globally has recently turned eerily grim: the wisdom of crowds has been replaced by disinformation and fake news; grassroots activism by populism identified by its use of racist, xenophobic and misogynist hate speech and images in public and media spaces. Indeed, it seems that one of the most urgent debates in our contemporary social and political lives has become the way communication is now failing us. While there is increasing concern over terrorist recruitment campaigns on social media, coordinated troll attacks aimed at silencing critical voices. Twitter bots manipulating social media popularity rankings; online ecosystems of fake news influencing elections and eroding the foundations of democracy itself and offline strategies and actions, there is no scholarly agreement, let alone a common vocabulary, on how to understand the ill-effects of “internet freedoms” or how to relate them to the much-contested concept of freedom of speech. Much of the academic writing on hate speech remains concerned with cause-and-effect, and, in particular, with tracking how or whether negative online speech can lead to violence in digital spaces, neglecting other spaces where this phenomenon is also prominent. The expanding literature suggests that online activity can indeed contribute to violence offline in some cases, but it remains theoretically unspecified what the differentiated role of “online” activity is, and how this causal or quasi-causal relationship can be determined. Furthermore, there is little or no attention to different, and perhaps contextual, understandings of the “right to communicate” (often referred to as ‘freedom of speech’) or to what specific media regulations are in place in diverse political/cultural contexts. Finally, while much scholarly attention has been accorded to the rise of online hate speech in the Western world particularly in the context of migration and Islamophobia, little attention has been paid to similar phenomena in Asia, Africa and the Middle East where different socio-historical contexts and histories of media practices and political uses of hate speech need to be acknowledged. This conference/workshop seeks to move beyond the relatively safe purview of Western liberal democracies and address how hate/extreme speech has also been widely used and misused as a proxy for all other kinds of other political purposes by different actors. Indeed, as Gagliardone at al (2015) write that "accusations of fomenting hate speech may be traded among political opponents or used by those in power to curb dissent and criticism (2015: 10)." The freedom of speech organisation, Article 19 (2015: 16), similarly cautions against "too readily identifying expressions as "hate speech" ... as its use can also have negative consequences ... and can be abused to justify inappropriate restrictions on the right to freedom of expression, in particular in cases of marginalised or vulnerable communities." These concerns become more urgent to address in Asia, Africa, the Middle East and South America where contexts of protracted conflict and displacement, control measures by political elites and would-be political actors, as well as the absence of a consensual approach to understanding what ‘the right to communicate’ means, complicate analysis further. Given these difficulties and the widespread rise in the hate speech phenomena worldwide, this one-day conference/workshop approaches these important debates about hate speech/extreme speech through a comparative perspective. Rather than asking what the “effects” of "hate speech" are, it will instead look at how hate speech online as well as in other spaces has been used as a /distinct form of political communication practice /that emerges in diverse//cultures of communication in different parts of the world. Foregrounding cultures of communication in the analysis allows us to focus on the symbiotic relationship between language, culture and politics as well as on diverse practices and particular histories of speech cultures.By using comparative approaches that address when and what form does hate speech take, and by which actors, we hope to complicate the discourse of media “risk” increasingly invoked to legitimate speech restrictions and ask questions about how and under which circumstances do different actors engage in online and offline vitriol and their implications, thus widening the lens beyond the West and turns the focus on the rapidly expanding media worlds of the global South. We are interested in arguments/articles around mediated hate speech in non-Western contexts, including countries in Asia, Africa, Middle East, South America and their diasporas. Topics include but are not limited to: - Hate speech in the context of social, political and ethnic conflict - Hate speech and freedom of expression - Media regulation, law and hate speech - Gendering hate speech - Hate speech as a form of media practice - Vernacular language and hate speech - Hate speech as a form of political violence and/or resistance - The uses and abuses of hate speech as instruments of power and control - Genealogies of online hate cultures - Hate speech and theories of political communication Please send your abstracts (300 words) to Dina Matar at dm27(a)soas.ac.uk by 31st of March, 2018. Notifications about acceptance will be sent by 14th of April. Abstracts should contain an outline of the argument and how it fits the theme of the workshop. Please include a brief biography and affiliation together with the abstracts.

IJoC Publishes Special Section Privacy at the Margins
by danah boyd 09 Mar '18

09 Mar '18

(Alice and I are super excited to share this new special issue that we guest edited) International Journal of Communication Publishes a Special Section on Privacy at the Margins The International Journal of Communication is delighted to announce the publication of a new Special Section on “Privacy at the Margins” on March 1, 2018 which includes 10 articles from international scholars. Privacy is considered a human right, but achieving privacy in a networked age requires a certain level of privilege. This Special Section on Privacy at the Margins brings together nine original social science papers and an editorial introduction to reveal the complex dynamics—such as coercion and consent—that underpin a range of privacy experiences around the world. Edited by Alice E. Marwick, University of North Carolina at Chapel Hill and Data & Society and danah boyd, Microsoft Research and Data & Society, the papers presented in this Special Section of the International Journal of Communication use a diverse array of methodologies, both quantitative and qualitative, to address issues and domains including workplace surveillance, interpersonal privacy, and government privacy processes. In order to “interrogate what privacy looks like on the margins,” the section explores privacy experiences in India and in Appalachia, and among Aboriginal Australians and Azerbaijani youth. Several papers account for the skills needed to be successful at achieving privacy, and the trade-offs required by those who both gain and lose from being visible. Notably, these articles challenge basic assumptions underlying privacy research and invite scholars to consider new facets of the problem. To access these papers, please Ctrl+Click on the article titles below for direct linking or go to ijoc.org <http://ijoc.org/>. We look forward to your feedback. _______________________________________________________________________________ Understanding Privacy at the Margins — Introduction <http://ijoc.org/index.php/ijoc/article/view/7053/2293> Alice E. CFP: ACM RecSys'18: ACM Conference on Recommender Systems 2018
by Yong Zheng 08 Mar '18

08 Mar '18

*** Please forward to anyone who might be interested *** --------------------------------------------------------------------------- Call for Papers: ACM RecSys 2018 to be held in Vancouver, Canada, 2nd-7th October 2018 https://recsys.acm.org/recsys18/ --------------------------------------------------------------------------- Call for Papers: We are pleased to invite you to contribute to the Twelfth ACM Conference on Recommender Systems (RecSys 2018), the premier venue for research and applications of recommendation technologies. The upcoming RecSys conference will be held in Vancouver, Canada on October 3rd 2018. The conference will continue RecSys’ practice of connecting the research and practitioner communities to exchange ideas, frame problems, and share solutions. All accepted papers will be published by ACM. We construe recommender systems broadly, including applications ranging from e-commerce to social networking, and a wide variety of technologies ranging from collaborative filtering to knowledge-based reasoning or deep learning. We welcome new research on recommendation technologies coming from very diverse communities ranging from psychology to mathematics. In particular, we care as much about the underlying algorithms and systems as we care about the human and economic impact of these systems. Topics of interest for RecSys 2018 include (but are not limited to): - Conversational recommender systems - Novel machine learning approaches to recommendation algorithms - Evaluation metrics and studies - Explanations and evidence - Algorithm scalability, performance, and implementations - Innovative/New applications - Voice, VR, and other novel interaction paradigms - Case studies of real-world implementations - Preference elicitation - Privacy and Security - Economic models and consequences of recommender systems - Personalisation - Social recommenders - User modelling Authors will be asked to assign a selection of predefined custom tags to describe their paper in the submission system. Tags can be assigned to indicate algorithms, interfaces, automated or user-centric evaluations, for example. Reviewers will also report their expertise over these tags, and the information will be used in review assignments. PAPER SUBMISSION CATEGORIES LONG PAPERS should report on substantial contributions of lasting value. The maximum length is 8 pages (plus up to 1 page references). Each accepted long paper will be included in the conference proceedings and presented in a plenary session as part of the main conference program. Each accepted long paper will also be allocated a presentation slot in a poster session to encourage discussion and follow up between authors and attendees. We expect the review process to be highly selective: the acceptance rates for full papers in the past three years was slightly over 20%. SHORT PAPERS typically discuss exciting new work that is not yet mature enough for a long paper. In particular, novel but significant proposals will be considered for acceptance to this category despite not having gone through sufficient experimental validation or lacking strong theoretical foundation. Applications of recommender systems to novel areas are especially welcome. The maximum length is 4 pages (plus up to 1 page references). Each accepted short paper will be included in the conference proceedings and presented in a poster session. The poster presentation may include a system demonstration. Selected short papers will be invited as oral presentations. Note that rejected long paper submissions will not be considered as short papers. SIGCHI SUBMITTER AGREEMENT RecSys 2018 is a SIGCHI conference and making a submission to a SIGCHI conference is a serious matter. Submissions require time and effort by SIGCHI volunteers to organise and manage the reviewing process, and, if the submission is accepted, the publication and presentation process. Thus, anyone who submits to RecSys 2018 implicitly confirms the following statements: 1. I confirm that this submission is the work of myself and my co-authors. 2. I confirm that I or my co-authors hold copyright to the content, and have obtained appropriate permissions for any portions of the content that are copyrighted by others. 3. I confirm that any research reported in this submission involving human subjects has gone through the appropriate approval process at my institution. 4. I confirm that if this paper is accepted, I or one of my co-authors will attend the conference. Papers that are not presented at the conference by an author may be removed from the proceedings at the discretion of the program chairs. PAPER FORMAT AND SUBMISSION All submissions and reviews will be handled electronically. RecSys 2018 submissions should be prepared according to the standard double-column ACM SIG proceedings format. Additional information about formatting and style files is available online <http://www.acm.org/publications/article-templates/proceedings-template.html>. Papers must be submitted to PCS2 by 23:59, AoE (Anywhere on Earth) on May 7th, 2018. There will be no extensions to the submission deadline. The peer review process is double-blind (i.e. anonymised). This means that all submissions must not include information identifying the authors or their organisation. Specifically, do not include the authors’ names and affiliations, anonymise citations to your previous work and avoid providing any other information that would allow to identify the authors, such as acknowledgments and funding. Please take note that the official publication date is the date the proceedings are made available in the ACM Digital Library. This date may be up to two weeks prior to the first day of the conference. The official publication date affects the deadline for any patent filings related to published work. IMPORTANT DATES - Abstract submission deadline: April 30th, 2018 - Paper submission deadline: May 7th, 2018 - Author notification: July 9th, 2018 - Camera-ready version deadline: August 6th, 2018 Deadlines refer to 23:59 (11:59pm) in the AoE (Anywhere on Earth) time zone. CFP: Building Resistance Against Racist Digital Futures
by Adi Kuntsman 07 Mar '18

Building ResistanceAgainst Racist Digital Futures A call forinterventions In the recent years, we have seen adramatic increase in everyday application of digital technologies in theworkplace, public services and everyday activities. They are presented to usthrough the lens of freedom and positive futurity – a freedom to live a‘comfortable life’, a freedom to ‘work flexibly’; a freedom to receive‘services’ efficiently. A freedom to embrace the digital future. At the sametime, we are witnessing an unprecedented rise in the use of those verytechnologies as tool of surveillance, censorship, and carceral control, servingcurrent regimes of ableism, classism, racism – and particularly anti-Blacknessand Islamophobia. ‘Big data’ is used for racial profiling; biometric scanners aredeployed in airports, universities and the labour market; algorithmicmanipulation and censorship are taking place under various ‘anti-terror’regulations; and social media content by activists, migrants and racialisedcommunities is monitored and criminalised. These and other forms oftechnological xeno-racist violence cannot be clearly attributed to either stateor corporate control, but rather, are increasingly about intersections betweenthe two. For example, private data firms are contracted by states to carry outracial profiling and Islamophobic surveillance; while digital giants such asGoogle or Facebook collaborate with governments to suppress anti-war onanti-colonial activism. This edited collection aims to critically explore and contest thisintersection of the two phenomena, by deploying a combination of legal, activist, and academic perspective on digital violence and digital precarity. Weaim to counter the uncritical celebration of digital tools as unproblematic anddefault technologies of activism and insurgency. Equally, we aim to resist theappropriation of critical digital scholarship by governments, militaries andcorporations. We ask instead: How can we better understand the constantlyemerging new forms of digital violence? How can we develop forms of academic, legaland community self-defence against them? How do we equip individuals andcommunities, activists, teachers, students and legal workers, with tools tounderstand and resist carceral digital futures? While attuned toforms of digital violence and precarity internationally, this edited collectionfocuses specifically on the UK contextand in particular upon PREVENT, Brexit, the anti-immigration “hostileenvironment” and the tightening regimes of policing and surveillance of Muslimand Black communities. We invite short contributions of up to 3-4,000 words, in the form of academicor personal essays, legal analysis, proposals, manifestos, calls for action, orother interventions. Topics may include but are not limited to - The intersections between racism, ableism and digital technologies - GDPR in the UK - Digital policing and surveillance of migrants, refugees, Black, Muslim, PoC and other precarious subjects - Digital data and racial profiling - Social media platforms’ war on political dissent - Racial and Islamophobic politics of biometrics - The state’s collaboration with digital giants (such as Google, Amazon, Facebook) - Securitisation and weaponisation of medical records Please send abstracts of 300 words and a short bioto digitalprecarity(a)gmail.com by 16th of April 2018. PublisherWeare currently exploring publishing venues that are non-profit and committed tosocial justice. We aim to have the print book as low price as possible, accompaniedby free/pay-as-you-can e-book. Editors Adi Kuntsman is Senior Lecturer in Information and Communicationsat Manchester Metropolitan University. Adi’s work explored queer and migranton-line communities; regional Internet cultures in the Middle East and Easternand Central Europe; hatred, conflict and memory in digital domains; digitalemotions; Israeli political violence and militarism on social media; and morerecently, the use of selfies in political actions; and data governance and thepolitics of ‘opting out’. Adi’s latest books include Digital Militarism: Israel’s Occupation in the Social Media Age (withRebecca L. Stein) Selfie Citizenship. Dear colleagues, I'm working on a literature review focused on migrating queers and digital culture. I created an initial bibliography for that purpose, which you can consult here: http://www.lukaszszulc.com/mq-d I'd be very grateful if you could point me to other works on the topic which are not included in the list. Please, keep in mind that I'm interested in works focused on that particular intersection of 'Migration' AND 'Queers/LGBTQs' AND 'Digital Culture'. All the best, Lukasz Lukasz Szulc, PhD Marie Curie Research Fellow Department of Media & Communications London School of Economics and Political Science TW2.7.01M Houghton Street London UNITED KINGDOM http://www.lse.ac.uk/media-and-communications/people/research-staff/lukasz-… @LukaszSzulc<https://twitter.com/LukaszSzulc> NEW PUBLICATIONS Szulc, L.
