CALL FOR PARTICIPATION ACM Summer School on Recommender Systems, August 21st-25th Bolzano, Italy https://recsys.acm.org/recsys17/summer-school/ The ACM Summer School on Recommender Systems is co-funded by SIGCHI via its conference development fund for the ACM conference series on Recommender Systems and has been granted additional support by the Free University of Bozen-Bolzano. It will be held as a pre-program to this year’s RecSys conference from Monday 21st of August to Friday 25th in Bolzano, Italy. The Doctoral Symposium is integrated into the program of the summer school and takes place in parallel on the last day of the summer school. Participation at the summer school requires registration via this website. Registration will remain open until the capacity limit is reached. Leaders in the field as well as promising younger researchers volunteered to serve as speakers at this summer school. Call for Papers: Special Issue on Research in Political Engineering, Public Policy Engineering, Computational Politics, and Computational Public Policy, International Journal of Public Administration in the Digital Age (IJPADA) Submission Due Date April 30, 2017 Guest Editor Ashu M. G. Solo, Maverick Technologies America Inc., U.S.A. Introduction Ashu M. G. Solo originated and defined the fields of "political engineering," "computational politics," "public policy engineering," and "computational public policy" in Solo (2011) and elaborated on these fields in Solo (2014a, 2014b). Basic and advanced methods in engineering, computer science, mathematics, or natural science can be used for political decision making, analysis, modeling, optimization, forecasting, simulation, and expression as well as for public policy formulation, decision making, analysis, modeling, optimization, forecasting, and simulation. This will lead to greatly improved political decision making and public policy. Political engineering is the application of engineering, computer science, mathematics, or natural science to solving problems in politics. Computational politics is the application of computer science or mathematics to solving problems in politics. Therefore, computational politics is a subset of political engineering. Political engineering and computational politics include, but are not limited to, principles and methods for political decision making, political analysis, political modeling, political optimization, political forecasting, political simulation, and political expression. Political engineering and computational politics are more technically, computationally, mathematically, and scientifically rigorous approaches to the field of political science. Public policy engineering is the application of engineering, computer science, mathematics, or natural science to solving problems in public policy. Computational public policy is the application of computer science or mathematics to solving problems in public policy. Therefore, computational public policy is a subset of public policy engineering. Public policy engineering and computational public policy include, but are not limited to, principles and methods for public policy formulation, public policy decision making, public policy analysis, public policy modeling, public policy optimization, public policy forecasting, and public policy simulation. Public policy engineering and computational public policy are more technically, computationally, mathematically, and scientifically rigorous approaches to the field of public policy. The term "political engineering" has been previously used to refer to designing political institutions. This is an abuse of the word "engineering." As it has been previously used, the term "political engineering" does not require the creative application or development of mathematics, natural science, technical principles, or technical methods. Therefore, Ashu M. G. Solo has given a new and more appropriate definition to the term "political engineering." Just like many terms in the dictionary have multiple meanings, the term "political engineering" can have multiple meanings. Politicians often determine how to spend limited campaign funds on advertising in certain geographic areas based on their best guesses rather than on a rigorous mathematical and computational analysis of how funds should be allocated for the greatest benefit to their campaigns. Legislators usually determine spending priorities and budget allocations based on passions of the moment, special interest lobbying, parochial interests, ignorant public opinion, or their own ideological biases rather than on a rigorous mathematical and computational analysis of how spending priorities and budget allocations can be made for the greatest public benefit. An example of political engineering and computational politics is determining the optimal allocation of election campaign funds or campaign resources. The 2012 presidential campaign of President Barack Obama made extensive use of data analytics (Scherer, 2012). An example of public policy engineering and computational public policy is the use of fuzzy logic to effectively quantify the values and beliefs of stakeholders and interested parties, environmental conditions, economic conditions, and social conditions to produce a much better environmental impact assessment (Shepard, 2005). The definition of the new interdisciplinary fields of public policy engineering, computational public policy, political engineering, and computational politics will greatly increase the pace of research and development in these extremely important fields. Also, they establish new fields of study for universities for students who are interested in engineering, computer science, mathematics, natural science, politics, or public policy. Political engineering, computational politics, public policy engineering, and computational public policy are critical for the future success of politics and public policy. We would like to invite you to contribute by providing unpublished articles and manuscripts. With this meta-analysis, we want to provide an overview of studies conducted on the comparability of proctored and unproctored ability assessments. To be included in our analysis, studies need to include a measure of cognitive abilities conducted both in a proctored (e.g. lab) and in an unproctored setting (e.g., web-based). Dear all The H2020 MSCA IF call, deadline of 14th September 2017, provides an excellent opportunity to get an Experienced Researcher (ER) funding (i.e. postdoc funding) for a period of up to 3 years. The European Commission will cover the costs of the ER for 1-2 years. For successful applicants, out Tampere University of Technology (TUT) is committed to fund an additional third year for European Fellowships. To prepare a winning proposal TUT also offers a fully funded stay of up to one week till late summer 2017 at TUT. American Behavioral Scientist (ABS) Special Issue Call for Papers (CFPs) *Rethinking Digital Media and Citizenship:* *Conditions, Contexts, and Consequences* *Guest Editors:* Seungahn Nah (University of Kentucky) Masahiro Yamamoto (University at Albany, State University of New York) *Description:* A substantial body of scholarship has long tackled how traditional and newly emerging information and communication technologies (ICTs) foster an informed, efficacious, and engaged citizenry. Despite prolific literature on digital media and citizenship, theoretical approaches and conceptual and operational definitions still diverge in different disciplines and schools. What seems particularly missing in the literature is an examination of structural conditions and/or contexts that may facilitate or hinder the role ofdigital media in civic engagement. Therefore, the goal of this special issue is to call for theoretically and methodologically sound scholarship that examines causes, components, and civic consequences of digitalmedia use. Such an examination presents important practical implications and policy applications. This special issue addresses the following major questions: 1) How can digital media use and civic engagement be conceptualized, operationalized, and theorized across various theoretical perspectives in the convergence and divergence of digital media environment? 2) To what extent do digital media (social and mobile), along with traditional media, influence civic engagement and how such an influence varies across communities of places, interests, practices, and beyond, as well as different ethnic groups and those who hold different socio-economic status? 3) How do social contexts and conditions promote or impede the role of digital media in civic, political, and community life at multiple levels? The special issue editors would welcome submissions addressing the following topics: 1) Theoretical advancement on digital media and civic engagement in offline and online communication environments; 2) Integrated theoretical framework concerning digital media and citizenship ; 3) Innovative conceptual and operational definitions (measurements) of digital media across various platforms; 4) Social structural contexts and conditions (e.g., race, class, gender, family, school, organization, neighborhood, etc.) that affect digital media use and its effects on civic engagement; 5) Linkage between online and offline civic engagement from networked community perspectives. *Submission Guidelines:* Submitted manuscripts must be in MS Word (.doc) format with a title page that includes the title of the paper, full names, affiliations, email addresses, telephone numbers, complete addresses, and biographical sketches of all authors. Manuscripts must adhere to the APA (6th ed.) style and should contain between 6,000 and 8,000 words, including a 250-worlds abstract with 5-6 key words, all references, and notes. Manuscripts must contain original material which has not been previously published elsewhere or is not currently under consideration by another journal. All manuscripts should go through a blind, peer-reviewed process so no indicators of authorship should appear in the texts.
