Call for Contributions Fourth International Conference on Online Deliberation (OD2010) 30 June – 2 July, 2010 Leeds, UK Sponsored by: The Institute of Communications Studies at the University of Leeds, Dipartimento di Informatica e Comunicazione Università degli Studi di Milano and the Public Sphere Project. The widespread diffusion of the Internet and a growing trend towards democratisation worldwide have encouraged new modes, projects and visions of citizen participation in decision making and governance. OD2010 aims to bring together researchers, developers and practitioners from a wide range of academic and applied backgrounds to provide a unique opportunity to better understand the notion of deliberation in a virtual environment and to discuss specific advances in online deliberation from a number of different disciplinary perspectives. The conference is aimed at those who wish to update themselves on recent developments in online deliberation, understand how other groups are applying the tools and techniques and exchange ideas with leading international experts. OD2010 follows the traditions of previous high-level scientific conferences. It is organized by key experts in the field and is supported by a multidisciplinary programme committee. This is the first time the conference has been held outside the USA. The fourth OD conference focuses on, but is not limited to, the following topics: current research on online deliberation; research challenges which deliberation, and in particular online deliberation, pose for researchers, governments, communities and citizens; socio-technical design of online deliberative spaces; links between theories of deliberative democracy with experience with online deliberation; descriptions of tools and techniques that are already being tested or fielded; deliberative platforms using novel or unusual settings, technology or approaches; experiences and findings related to relevant technological theories (such as Web 2.0) and/or relevant social theories of deliberation and governance (such as public sphere, government 2.0 and civic intelligence); and case studies in applying and evaluating online deliberation in various formal and informal engagement domains. Guidelines for papers and other submissions The conference allows for four distinct types of submissions: Research papers Exploratory papers on ongoing research and innovative projects Technology demonstrators Panels on pertinent issues Research papers These papers should have a strong focus on scientific rigour and may be a maximum of 10 pages. Papers in this track will be peer reviewed for rigour, relevance, originality and clarity of presentation. Abstracts or incomplete papers will not be accepted. Exploratory papers These papers describe novel concepts, works-in-progress, reflections, manifestos or other ideas and issues that are not currently suitable for a complete research paper. They may be a maximum of 5 pages. Papers in this section will also be peer reviewed, but the focus is on relevance more than scientific rigour. Technology Demonstrators Proposals for technology demonstrators (two pages) should include a description, objectives, examples of testing and application and, if possible, a URL where the technology can be viewed. Panels Proposals for panels (two pages) should include motivation, objectives, expected outcomes, approach to audience interaction and panel members. Panels are currently planned to be 1.5 hours long. All submissions must be made via the conference submission system web site. Submissions should be written in English and foreign speakers are encouraged to have their submissions reviewed for language prior to submission. Submissions should be formatted using 11 point Times-Roman font on A4 sized paper. Accepted research and exploratory papers should be revised according to reviewer comments and resubmitted by the deadline. (For more information on Etikk i Praksis / Ethics in Praxis, including instructions for authors, please see <http://www.tapirforlag.no/content.ap?thisId=37980>) Etikk i Praksis - CFP: Mobile / ubiquitous computing: dreams and nightmares Twenty-five years ago, William Gibson presented an extraordinary and prophetic account of ³cyberspace²: this space contained a complete virtual world so rich and complex as to be capable of replacing a real world and embodied existence, thereby eliminating what seemed to be a hard and stable boundary between the real and the virtual, the inner and the outer, the offline and the online. What was once clearly science fiction now becomes ever more the reality of our lives in the developed world, as increasingly intertwined with the multiple interactions made possible by ever-increasing bandwidth and the explosive diffusion of computers and computer-based communication networks. The resulting blurrings of these once hard and stable boundaries thereby results in a number of ethical challenges. We invite chapters that help us explore the various ethical dimensions of these broad terrains, through analysis and reflection that include attention to one or more specific issues. Possible topics include: changing senses of self/selves vis-à-vis others; changing understandings of privacy, intellectual property, etc; changing understandings of real ³harm² and ³benefit² - e.g., in connection with online pornography and computer games (including virtual worlds such as Second Life) - where these were once usually restricted to what we now characterize as the offline world, etc. Chapters should include contemporary examples of mobile/ubiquitous computing technologies that facilitate specific ethical challenges. Analyses and reflections involving more speculative but fruitful thought experiments surrounding probable blurrings of real/virtual boundaries are also encouraged. The Open Government Initiative, which Noveck directs, was founded after President Obama’s January 21, 2009 Memorandum for Heads of Executive Departments and Agencies on Transparency and Open Government. The memorandum announced the administration’s commitment to an “unprecedented level of openness in Government.” As Deputy Chief Technology Officer, Noveck works to enable greater transparency and accountability, broader and more diverse citizen participation, and increased opportunities for government to government and citizen to government collaboration. Her lecture “Open Government: Transparency, Participation, and Collaboration” will describe in greater detail the initiatives pursued by her office. Twitter, #iranelection, and a big database

Dear AoIR’ers, This is admittedly a longshot, but its worth a try. I have been a member on this list since only 2 months ago, and have loved finding a community of people that are as interested in studying the Internet and all its implications as much as I have been over the past few years. I am in my final year at Bennington College in beautiful Vermont, and I have quite an interesting project underway. I wanted to share it with you and also reach out to anybody else on this list they may be interested in working with me on this project. I have been studying how the Internet changes the dynamics of citizen activism, and have written papers on the 1997 Ottawa Land Mine Treaty and the 1999 Seattle WTO protests. Recently, I’ve shifted specifically to the Middle East, studying the Kefaya movement in Egypt, the widespread use of blogs in general, and the proliferation of ICT’s in the region. So here it is: I have amassed about 750,000 tweets tied to 80,000 ish user accounts on Twitter, all with the #iranelection tag on the messages. I plan on creating a massive database of information and analytical tools so that people like us can empirically determine how something like the protests in Iran over the summer can spontaneously generate, and to what extent something like Twitter can augment or even shape conflicts like these. The paper will focus on studying major players on Twitter during the election, talk about the fascination or perhaps obsession with amateur information (a la “The Cult of the Amateur”) as was witnessed following the expulsion of “traditional” journalists, and certainly delve deep into the data, and provide some insights as to what this situation can teach us for the future. At my school, we are given the opportunity to spend the months of January and February working in the field. In our final years, we can opt for an independent study, and so long as it is outlined properly and there are clear objectives, we are given a lot of latitude. I would love to work with anyone, basically anywhere, on forming the important questions, developing sections of the paper, and collaborating to create a meaningful piece with an incredible amount of data. If you’re at any university, if you have been working in the field for a while, or if you’re just interested, I would love to hear from you. I would love to find someone wiling to advise me on this independent study during the winter, and would be willing to basically do anything to make it work for you. Here’s the catch: paperwork is due on the 30th, so we’d have to move quick. This is a silly way to introduce myself to AoIR, and I apologize if this is all presumptuous and the sort of crap some young 20-something would say to a whole bunch of people with much more experience. I am just enthusiastic about all this, and hope I find other that are interested in this project. Let me know. Also, I’m going to keep building this database, hopefully past the million tweet mark, and try to completely reconstruct the Twitter storm if possible. If you want the data, you just let me know, and I'm more than happy to collaborate. Please note that I'd like to find out not only the number of supporters (such as fans on FB or followers on Twitter) but also the way users "spread the word" about politicians on the web. Extensive IT provides the necessary basis, but it is not the developments in IT alone that are responsible for successful eDemocracy projects - it is due all those who use and apply them, as they adopt new behaviours and change old ones. The new, digital generation lives and breathes new values: they collaborate, compile content together, share their ideas, create networks on social platforms and organise themselves quickly and simply. The new values held, the new behaviours adopted, the changed mindset, along with improved usability and a still-increasing use of the internet, has led to a rapid and radical change in our society.
